Grievance Description

An application under Article 51A of the constitution of India to the Executive Engineer electricity distribution division second, Fataha, district Mirzapur. The matter concerns the wide Public interest so it must be looked into with due care and attention. The feedback made available by the citizens must be scrutinized by the concerned staff to ensure the transparency and accountability in the department.

महोदय प्रकरण का संबंध उपखंड अधिकारी जंगी रोड विद्युत वितरण खंड द्वितीय मिर्जापुर से है उपखंड अधिकारी के अधीनस्थ अवर अभियंता विनय कुमार गुप्ता के विरुद्ध अनियमितता करने की बहुत सी शिकायतें प्राप्त हो रही है जिसके कारण राजस्व का बहुत बड़ा नुकसान हो रहा है और जेनुइन उपभोक्ताओं को काफी परेशानी हो रही है

Sir, the case is related to Sub-Divisional Officer Jangi Road Electricity Distribution Division II, Mirzapur. Many complaints of irregularities are being received against the subordinates of Sub-Divisional Officer Junior Engineer Vinay Kumar Gupta, due to which there is a huge loss of revenue and genuine consumers are facing a lot of trouble.

महोदय उत्तर प्रदेश सरकार द्वारा कनेक्शन देने की सुविधा के नियत से उपभोक्ताओं के द्वारा प्राप्त आवेदनों के त्वरित निस्तारण हेतु पोर्टल की व्यवस्था की गई है किंतु पोर्टल से प्राप्त शिकायतों का त्वरित निस्तारण करने के बजाए अवर अभियंता विनय कुमार गुप्ता द्वारा टालमटोल की प्रक्रिया अपनाई जाती है ऐसा सिर्फ इसलिए किया जाता है जिससे कि भ्रष्टाचार पल्लवित और पुष्पित हो जैसा कि संबंधित पीडीएफ डॉक्यूमेंट से स्पष्ट है जो इस शिकायत के साथ संलग्न है उनका अवलोकन करें और उनका जांच करा कर स्थिति स्पष्ट करें यह शिकायत नागरिकों से प्राप्त है जोकि उपखंड अधिकारी जंगी रोड और संबंधित अवर अभियंता विनय कुमार गुप्ता की कार्यशैली से पर्याप्त असंतुष्ट हैंSir, the Uttar Pradesh government has arranged a portal for quick disposal of applications received by consumers with the intention of providing connections, but instead of quick disposal of complaints received from the portal, the process of evasion is adopted by Junior Engineer Vinay Kumar Gupta. Subdivisional Officer Jangi Road and concerned Junior Engineer Vinay Kumar Gupta are working cryptically causing ramification of corruption in the system. Consequently genuine consumers are quite dissatisfied with the working style.

महोदय सभी जानते हैं कि पुराने कनेक्शनों के स्थान पर नया कनेक्शन देने से पहले विद्युत विभाग द्वारा पर्याप्त छानबीन किया जाता है किंतु यहां पर उपखंड अधिकारी और अवर अभियंता विनय कुमार गुप्ता बिना किसी जांच के पर्याप्त बकाया होने के बावजूद नए कनेक्शन जारी कर दिए जिसके कारण राजस्व का बहुत बड़ा नुकसान हुआ है उदाहरण के तौर पर कुछ कनेक्शन डिटेल्स संलग्न है कृपया अपनी आख्या प्रस्तुत करें

Sir, everyone knows that before giving new connections in place of old connections, adequate investigation is done by the Electricity Department, but here Sub-Divisional Officer and junior Engineer Vinay Kumar Gupta issued new connections without any investigation, despite having sufficient dues, due to which there has been a huge loss of revenue. As an example, some connection details are attached, please submit your report.

महोदय विद्युत कनेक्शन देने का आधार विद्युत कनेक्शन से कितनी दूरी पर है पोल उस आधार पर स्टीमेट बनाया जाता है किंतु यहां पर एस्टीमेट का आधार रिश्वत है जिसके कारण स्टीमेट बढ़ाने के बजाय उपभोक्ताओं के ऊपर रिश्वत का बहुत बड़ा बोझ डाला जाता है इस तरह से सरकारी राजस्व का बहुत बड़ा नुकसान हो रहा है और इसमें फायदा उपभोक्ताओं को नहीं होता बल्कि रुपए 100000 तनख्वाह लेने वाले अधिकारियों के जेब में पैसा जाता है 

Sir, the basis of giving electricity connection is the distance from the electricity connection and the pole, the estimate is made on that basis, but here the basis of estimate is bribe, due to which instead of increasing the rate, a huge burden of bribe is put on the consumers, in this way there is a huge loss of government revenue and the consumers are not benefited, but the money goes into the pockets of the officials who get Rs 100,000 salary per month.

First of all I want to thank executive engineer electricity distribution division second Mr Rajesh Kumar Prajapati who ordered an enquiry into the matter in which integrity of the staff found non impeccable. I admire the efforts of the executive engineer who took proper step if question raised concerning the cryptic and mysterious activities which must be checked with honesty. I have full faith in him that he will perform his duty with transparency and accountability and it will not cause any adverse impact and his image. Undoubtedly our executive engineer is known as a disciplined officer. He is known as a consumer friendly officer in the common people of the district and never tolerate suspicious character of the subordinates so there will be a transparent and accountable inquiry in the matter. I do not think that there is need of more representations into the matter quite obvious from the working style of the Executive Engineer.
