Grievance Description-Cyber fraud of Rs 99561​ with Ranjit Singh, a resident of ​village​-Bihasara Kala , works in vehicle purchase and sale​ comes under the jurisdiction of the police station Jigna under the supervision of superintendent of police district Mirzapur and cyber police of Mirzapur Division.

An application under article 51 A of the constitution of India to make inquiry regarding the cyber criminal activities growing in the society alarmingly and police is running away from registering the first information report in the matter of cyber crime.

It is quite obvious that this application has been made by the applicant under article 51 A of the constitution of India to make inquiry regarding the activity of the concerned police failure to curb the criminal activities taking place under the ambit of police station district Mirzapur. Article 51A Fundamental Duties- Constitution of India It shall be the duty of every citizen of India to develop the scientific temper, humanism and the spirit of inquiry and reform. Whether it is not necessary for reform to make inquiry to the concerned public authority whose dereliction is causing great loss to the society. 

Public information officer in the office of Superintendent of Police Mirzapur must provide the following information point wise as follows.

1- Provide the name and designation of the police officer who accepted the report of the concerned investigation officer in the matter submitted the arbitrary report in the inquiry made by the information seeker.

2- Please provide the feedback if the first information report has been registered by the police if not registered provide its reason.

3- Please provide the section of the criminal procedure code in which investigation is carried out by the investigation officer if a first information report is not registered by the police in the matter of cyber fraud.

4- Please provide the provision of the criminal procedure code under which an investigation officer investigates a case that encroaches the fundamental duty /civil rights of the citizens of this country.

5- Please provide the provisions of law which mandates consent of an individual to make inquiry under article 51 A of the Constitution of India concerning the working of the police. Whether police in the state are not accountable to the citizens in the state and people cannot make inquiries regarding the working of the police.

The following matter is published in the newspaper Amar Ujala of the edition published today in which the following news item is concerned with cyber crime. It is quite obvious that the matter concerns the working of the station house officer, police Station-Jigana, District-Mirzapur of Uttar Pradesh.

The first inquiry of the applicant in the matter is whether the police registered the first information report in the matter if not why​?

The second inquiry of the applicant is that all the criminal matters are investigated according to the criminal procedure code and the police start processing after registering the first information report in the matter after noting the oral or written submissions of the informer. Cyber-crime is also a criminal offence so it must be disclosed by the concerned police under which section of the criminal procedure code concerned police is investigating the matter of the cyber-crime reported to the police and cyber cell police quite obvious from the following report of the leading Hindi daily Amarujala. Police must reveal the information concerning the cases in which the first information report is not registered by the police, then what mechanism is adopted by the police to carry out investigation as well as how the collected information is preserved by the police and in which way records are managed?

You​th became victim of cyber fraud​.

Jigna. ​Ranjit Singh, a resident of Bihasda Kala village, works in vehicle purchase and sale. At 3 pm on Wednesday, a person called on his mobile to download the Everdesk app. Which will help a lot in vehicle purchase and sale. Ranjeet fell for his bluff.

When he checked his bank account, ​Rs 99561 had gone online from his account to an ​anonymous bank account.

The victim informed the bank manager. On Friday, written information was given in Jigna police station and cyber crime. Station House Officer Jagna Chandra Prakash Pandey said that the matter is being investigated. ​For these details​, vide attached document to this application​.

It is quite obvious that this application has been made by the applicant under article 51 A of the constitution of India to make inquiry regarding the activity of the concerned police failure to curb the criminal activities taking place under the ambit of police station district Mirzapur. Article 51A Fundamental Duties- Constitution of India It shall be the duty of every citizen of India to develop the scientific temper, humanism and the spirit of inquiry and reform. Whether it is not necessary for reform to make inquiry to the concerned public authority whose dereliction is causing great loss to the society. It is quite obvious that fraudulent activities are taking place in the society frequently and it is obligatory duty of the concerned police to stop it but not to reply by the police is showing lack of transparency and accountability in the working of the police. To make enquiry to the police regarding the growing criminal activities in the society is the civil right .

  2. The cause of growing criminal activities in our society is the non-registering of the first information report in the matter of cyber-crimes reported to the police. The police never take seriously the reports of cyber-criminal activities, or you can say that such practises are adopted by the police to shield the cyber criminals.

Cyber criminal activities are taking place on the large scale in the country because of the failure of the police to work out the cases concerning the cyber fraud because of the corruption in the police. Think about the gravity of situation enquiry made under article 51A of the constitution of India they are not interested in replying the queries made.
