From the following status of the submitted RTI application by the appellant, it is quite obvious that the letter number mentioned by the public information officer of directorate of higher education, government of Uttar Pradesh did not attach any such letter in the RTI application of the appellant on the RTI portal and the appellant did not receive any such letter which was sent by the directorate as mentioned in the status of the submitted rti application. Whether the government portal is a showpiece for the public information officer who did not attach the following letter on the government portal made by the government for this purpose.

Remarks :- Letter has been sent to you by Directorate of Higher Education, U.P., Prayagraj vide letter no: Degree (Earth-1)/5127-29/2023-24 dated 29.01.2024.

The matter concerns the quality of Education being imparted in government institutions and government aided schools and public information officer of the Department of higher education is running away from the matter which is showing the dilapidated state of the institutions imparting higher education in Uttar Pradesh.
Think about the gravity of the situation, the fee of the students increased to five times but the standard of Education has reached to Nadir such is the quality of Education in Uttar Pradesh which is being imparted without teachers it is quite obvious that there is no appointment of teachers in government institutions and government aided institutions.
The matter concerns the number of teachers and number of students in the classes in respect of Kanhaiya Lal Basant Lal Postgraduate College district Mirzapur, but they are not disclosing such information because they know that not a single teacher has been appointed by them in the institution which is showing lackadaisical approach of the government in dealing with the matter concerning the teaching related to the institutions imparting higher education.
Congress government in the centre provided right to information to the citizens in the country by introducing right to information act 2005 to promote transparency and accountability in the working of the public authorities and Yogi Adityanath government followed the order passed by the Supreme Court of India to provide the online mechanism to submit second appeal, first appeal and online applications for seeking information from the government departments.
It is most unfortunate that the public offices under the government which are working under the rule of corruption are not interested in promoting transparency and accountability in their workings which is the Root-Cause, they are searching various tricks for not providing information to the information seekers ipso facto.
This is a humble request to the first appellate authority to direct the public information officer to take appropriate action in the matter in accordance with the law which may culminate in providing information to the appellant. The matter concerns the wide public interest and lowering dignity of the public institutions working under the governance of the government of Uttar Pradesh.

    Think about the gravity of situation public information officer is running away from providing information concerning unemployment and non-appointment of teachers in the degree colleges because of the corruption.

    Think about the mental status of the public information officer of Uttar Pradesh higher education at Prayagraj misleading the information seeker by a false communication which was not actually sent by him. It reflects the insolence in the working public information officer to the provisions of right to information act 2005.

    Modi and Yogi government have failed to regularise the daily wage staff even when they assured to provide job to unemployed youth, but there is exploitation in the degree colleges where daily wages staff are going to retired from the service without being permanent whether it is not exploitation and mockery are the rule of law.
