The report of the concerned lekhpal dated 6th February 2024 is attached as the 3rd page to the attached PDF document to the grievance. The applicant made the allegation of the grabbing of the entire government land in the village panchayat and the Araji numbers of the government lands are attached to the PDF documents to the grievance.

The matter concerns the forgery of the revenue records and the selling of the government land in the village panchayat Bihasara Khurd by the lekhpals which is the root cause no government land is free clutches of the land grabbers.

It is quite obvious that the concerned lekhpal in his report requested the applicant to make grievances specific instead of serious allegations of corruption which is in general but requested to make its specific.

The applicant is focusing on one of such issues here.

Araji number-164 which details are mentioned in the first line of the first page of the attached PDF document to the grievance. This nakal was provided by the concerned lekhpal on 18th November 2016. Which is quite obvious from the details of the concerned staff of the tehsil sadar.

Later Araji number-164 converted Araji number-164 K and Araji number-164 KH and Araji number-164 K was provided to Ramraj S/O Mewa and others as transitory land.

Araji number-164 was non agriculture land for gardens and others belonging to the government.

This is a humble request of the applicant to the concerned accountable staff to check the old revenue records of the village panchayat Bihasara khurd and tally it to the new records and thereafter proper action must be taken against the lekhpal who made the forgery with the revenue records of the village panchayat Bihasara khurd and sold government land to the land grabbers as mentioned above.

Grievance Description

It is quite obvious that concerned Lekhpal closed the following grievance by submitting arbitrary, inconsistent and false report. According to him he entertained the grievance on 20th November 2023 and finally disposed of the grievance on 21st November 2023 quite obvious from the first page of the attached PDF document to the grievance.

Grievance Status for registration number: GOVUP/E/2023/0073804, Grievance Concerns To Name Of Complainant-Ashok Kumar Maurya, Date of Receipt-05/11/2023, Received By Ministry/Department-Uttar Pradesh

Grievance Description-An application under Article 51A of the Constitution of India to ensure the safeguard of the government property in revenue village Bihasara Khurd because grabbing is causing the troubles to the commuters and common villagers because of the nuisance creators who are also the muscle men and having approach to the accountable staff in Tehsil Sadar.

Lekhpal must know that it is an obligatory duty of district magistrate, chief revenue officer, sub divisional magistrates Sadar, Tehsildar Sadar, revenue inspector and the Lekhpal concerned to ensure the security of the public property of the revenue village Bihasara Khurd because these public servants did not pursue his duties which is the root cause of this application and numerous applications submitted to free the public land from the clutches of the land grabbers. It is most unfortunate that the applicant waited for the Lekhpal for the whole day, but he did not come to the revenue village on that very day and now saying that applicant is not supporting him, it is baseless allegation made by him to support the wrong stand and to support land grabbers.

Lekhpal is saying that the applicant should raise is specific question, but it is most unfortunate that they have not left any land in the village panchayat which may be free from land grabbers, so the applicant is confused which specific matter be raised before the administrator.

Respected Lekhpal Sir is saying that the applicant has made complaint regarding the encroachment of the public land, but he did not mention the particular land which has been encroached by the grabbers which is false. It is most unfortunate that he did not take the perusal of the attached document which has been attached to the grievance in the PDF form. This PDF document has the description of the entire public land belonging to the revenue village Bihasara Khurd. If the public land is being freed from the clutches of land grabbers, then there is no dispute anymore. It is noticeable that government land has been provided to the land grabbers through cryptic dealings by the staff of the tehsil Sadar is a matter of inquiry by the responsible staff of the government. Since there is uncontrolled corruption, prevailed in the working of the staff of the tehsil Sadar so nothing constructive can be achieved in such an atmosphere.

This is a humble request of the applicant to take action in the matter by ordering an inquiry into a matter of wide public interest so that guilty may be punished in accordance with the law. To remain silent on the issue of land grabbing by the public staff is tantamount to dereliction of duty which must be stopped in public interest.
