It is most unfortunate that neither the public information officer entertained the earlier RTI application nor this RTI application. Think about the credibility of such officers having no regard to provisions of Right to Information Act 2005. Right to Information Act 2005 was introduced by the Government of India to promote transparency and accountability in the working of public authorities but it seems that because of corruption this act has no impact, and, in this way, it can never achieve its goal ipso facto. 

It seems that there is no fear of penal action in the mind of the public information officer which is quite obvious from the fact he did not deem fit to take the cognizance of the RTI application submitted by the appellant which means he had taken provisions of right to Information Act 2005 under teeth. Here this question arises: how can transparency and accountability be promoted in the working of public authorities if the concerned public information officers in the state of Uttar Pradesh will not entertain RTI applications submitted by information seekers? 

This is a humble request off the appellant the concerned first appellate authority to direct the public information officer to properly entertain the RTI applications submitted by the information seekers as well as provide the information to the information seekers in compliance with the provisions of the right to Information Act 2005. I do not think that it is good governance if there is no transparency and accountability in the working of the public authorities.
