Grievance Description

The matter concerns working of the office of the sub divisional officer jangi road working under the supervision of the executive Engineer electricity distribution division second district Mirzapur. If there is explicit guideline of the electricity regulatory authority of the Government of Uttar Pradesh to install the electricity metres outside the premises of the consumers so that it must be accessible for the staff of the Uttar Pradesh Power corporation limited then why electricity metres are being installed by the local staff of the department of electricity inside the premises of the consumers to facilitate theft of electricity and promote corruption.

Electricity meters must be installed outside the premises of the consumers so that it must be accessible to the staff of the Uttar Pradesh Power corporation limited for the inspection in case off damages as well as far the meter readings.

In exercise of powers conferred by section 50 and 181 read with sections 43 to 48, 50, 55 – 59, of the Electricity Act 2003 (Act 36 of 2003), the UP Electricity Regulatory Commission, after previous publication, hereby makes the following Code, namely:

4.15 Point of Supply


(a) Supply shall be given at a single point, in premises, at the outgoing terminal of the Licensee. The Licensee shall determine the point of supply such that the meters and other equipment are always accessible to the Licensee without obstruction for inspection.

Apparently the government in the state makes efforts to curb theft of electricity quite obvious from the circulars issued by the government of Uttar Pradesh time and again. The state government passed the order for every junior engineer to disconnect the connections of the overdue defaulters but it was not followed by the subordinates and the most surprising is that the government in the state did not take any action against the staff who overlooked its direction.

Last year, the vigilance team of the Uttar Pradesh Power Corporation Limited checked a large number of connections and traced large scale theft of electricity but no action was taken by the staff of the department against the theft of electricity which reflects lackadaisical approach of the concerned staff to the theft of electricity.

An application under Artical 51A of the constitution of India to make enquiry in regard to the theft of electricity which is in full swing under the ambit of electricity distribution division second Mirzapur. Why the department of electricity distribution division second is not installing the electronic metres outside the premises of the electricity consumers in order to curb the theft of the electricity? When the applicant had earlier made the application in this regard then it was informed to the applicant that efforts are being made in this direction and 50% electronic metres has been installed outside the premises. It is most surprising that new connection holders are installing the electronic metres inside the premises which is matter of most surprising. Such practises must be controlled by the executive Engineer electricity distribution division second Mirzapur but he is not careful to curb the theft of the electricity quite obvious from his lackadaisical approach in the matter.


There must be transparency and accountability in readings of the electric metres done by the metre readers and this metre reading will be easily accessible if the electric metres are installed outside the premises of the electricity connection holders. All those premises in which electric metres are installed inside the premises theft of electricity are in full swing. Such connection holders are indulged in the theft of electricity by operating coolers, fridges and air conditioners and later they manage the electricity bills by adjusting the electronic metres installed inside the premises.
