On one side of screen, Government of Uttar Pradesh issuing circulars in the pursuance of the directives of the High court of judicature to curb the misuse of the section 107/116/151of the criminal penal code  while on the other side of screen police officers like Bali Maurya are busy in torturing aggrieved people who are submitting representations before the police concerned by slapping charges on the aggrieved people under section 107/116/151  of the criminal penal code. Here 70 years old lady Shiv Kumari Devi W/O Shivshankar is the aggrieved submitting representation before the police that price of the sold land still not paid by the purchasers Vinod Kumar Gupta S/O Shivshankar and Radha Devi W/O Vinod Kumar Gupta. Here chauki in-charge of chauki Mandi samiti under Kotwali Katra Mr. Bali Maurya deems apprehension of breach of peace from the following.1-Pankaj Kumar S/O Shivshankar Gupta 2-Manoj Gupta S/O Shivshankar Gupta 3-Roopa Devi W/O Manoj Gupta Moreover, chauki in-charge of chauki Mandi samiti under Kotwali Katra Mr. Bali Maurya openly threatened to the aggrieved 70 years old lady Shiv Kumari Devi with more dire consequences if she will not stop to cry before the accountable public functionaries in order to seek justice. Whether it is justified to implicate my handicapped son under the false charges of apprehension of breach of peace. Whether it is justified to harass Manoj Gupta and his wife Roopa Devi only because the 70 years old lady Shiv Kumari Devi W/O Shivshankar is living with them. Undoubtedly, chauki in-charge of chauki Mandi samiti under Kotwali Katra Mr. Bali Maurya is hatching conspiracy to suppress the voice of the  70 years old lady Shiv Kumari Devi W/O Shivshankar which reflects lawlessness and anarchy in the government of Uttar Pradesh.  Whether in a good governance voice of the  70 years old lady Shiv Kumari Devi W/O Shivshankar is suppressed by the chauki in-charge of chauki Mandi samiti under Kotwali Katra Mr. Bali Maurya? Our culture says that we should worship our elders, but it seems that our culture is no more alive because of unskilled administrative control in the state of Uttar Pradesh.
