* Prayer or Relief Sought Sought information-1-Public information officer may provide the designation and district along with the posting details when Manoj Kumar Singh joined the services of the police.
2-Public information officer may provide the date and designation when Manoj Kumar Singh joined the district Prayagraj.
3- Public information officer in the police Commissionerate Prayagraj may provide the chronology of the posting details of the Manoj Kumar Singh posted as the assistant commissioner of police at Phoolpur in Prayagraj district.
Denial of Information -Ground- Public information officer denied information of three points as aforementioned above by taking the recourse of subsection 1 j of section 8 of the right to information act 2005 which states as far as follows.
(j) information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information:
Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person.

Before submitting my submissions, I want to request to the first appellate authority to take a glance of the second and third page of the attached pdf document which is voluntary disclosure of the information concerning with
SRI SANTOSH RAI District & Sessions Judge Prayagraj under subsection 1 b of section 4 of the Right to Information Act 2005. As far as the Department of police is concerned no information has been disclosed by the Department of police at the district level under subsection 1 B of section 4 of the right to information act 2005.
The brief submissions of the information seeker cum appellant may be summarised as follows.
1- Transfer and posting is not a personal information of a personnel but it is working of the public authority which must be transparent and accountable.
2- Right to information act 2005 was introduced by the government of India to promote transparency and accountability in the working of the public authorities.
3- It seems that something is wrong in the promotion of the personnel by the public authority which is the cause, PIO not disclosing the information to the information seeker which must be disclosed by the public authority voluntarily under the provision of right to information at 2005.
4- It is such information are unwarranted invasion on the privacy of the public personnel then why judicial members are disclosing their information in the public domain voluntarily under the provision of right to information act 2005.
