Here this question arises that if it was clerical error why were secretaries reprimanded not concerned clerk? Whether it is not a blunder on the part of block development officer Chhanbey? In view of the applicant block development officer Chhanbey only trying to close the matter concerning deep rooted corruption. From the available output from the department, it is quite explicit as the concerned staff siphoned half of the fund provided by the government of Uttar Pradesh for making temporary cowsheds. Honourable Sir the applicant wants to know the explanation given by the secretaries of the village panchayat Nibi Gaharwar and the village panchayat Rasauli instead of bogus report submitted by the block development officer Chhanbey in the matter concerning the deep-rooted corruption. How can government of Uttar Pradesh tolerate the deep-rooted corruption in the construction of temporary cowsheds? Rs.14.07 Lakh spent on construction of temporary cowsheds in financial year 2018-19 and Rs.1973452 spent to upkeep cows in 2019-20. ,
श्रीमान जी खंड विकास अधिकारी छानवे जनपद मिर्जापुर प्रार्थी को 33.8 लाख रुपए का हिसाब दे जो उनके द्वारा वित्तीय वर्ष 2018-19 और वित्तीय वर्ष 2,019-20 में खर्च किया गया है।श्रीमान जी जो खर्च खंड विकास अधिकारी छानवे जनपद मिर्जापुर द्वारा उपलब्ध कराया गया है वह उपरोक्त धनराशि का आधा भी नहीं है अर्थात जो खर्च दिखाया गया है वह पूरा का पूरा धन बंदरबांट कर दिया गया यदि खर्च ही नहीं किए हैं तो दिखाएंगे कहां से महत्वपूर्ण प्रश्न तो यह है
An application under Article 51 A of the constitution of India to make enquiry regarding the corruption in the implementation of the government scheme in the department of rural development. After the exchange of numerous applications the concerned staff of the Government of Uttar Pradesh reached on the conclusion that there is discrepancy in the documents made available by the two Village development officers belonging to the development block Chhanbey, district Mirzapur. Block development officer Chhanbey district Mirzapur gave time of two days to provide explanation in the disparity of records provided by the two Village development officers one belongs to Nibi Gaharwar gram Panchayat and other belongs to Rasauli gram panchayat which is quite obvious from the following communication submitted by the Block development officer on the Jansunwai portal of the Government of Uttar Pradesh.
प्रेषक, खण्ड विकास अधिकारी छानवें, मीरजापुर।सेवामें, जिलाधिकारी मीरजापुर। पत्रांक 216 / आई०जी०आर०एस० /2023-24 दिनांक- 12-05.2023 महोदय, कृपया आई०जी०आर०एस० संदर्भ संख्या-40019923009058 दिनांक- 29.04.2023 द्वारा श्री योगी एम0पी0 सिंह पता:- सुरेकापुरम् कालोनी श्री लक्ष्मी नारायण बैकुण्ठ महादेव मन्दिर रीवा रोड मीरजापुर ने गौ-आश्रय स्थल नीबी गहरवार एवं रसौली के निर्माण से सम्बन्धित सूचना में भिन्नता पाये जाने कि शिकायत की गयी है।उक्त प्रकरण में ग्राम पंचायत सचिव-नीबी गहरवार एवं रसौली को कारण बाताओ नोटिस निर्गत कर गौ-आश्रय स्थल नीवी गहरवार एवं रसौली के निर्माण से सम्बन्धित सूचना में भिन्नता के सम्बन्ध में स्पष्टीकरण प्रस्तुत करने हेतु निर्देशित किया गया था, दिनांक- 14.03.2023 को ग्राम पंचायत सचिव-नीबी गहरवार एवं रसौली ने अपना-अपना स्पष्टीकरण प्रस्तुत करके अवगत कराया गया है कि पूर्व में दी गयी सूचना में लिपिकीय त्रुटि हो जाने के कारण बाद में दी गयी सूचना से दोंनो सूचनाओं में भिन्नता हो गयी है, जिसके लिये दोनों ग्राम पंचायत सचिवों ने क्षमा याचना करते हुये भविष्य में इस प्रकार की त्रुटि न होने के सम्बन्ध में आख्या उपलब्ध करायी गयी है। अतः भविष्य में इस प्रकार की पुनरावृत्ति न हो इसके लिये कठोर चेतावनी निर्गत कर दी गयी है। आख्या आपकी सेवा में सादर सूचनार्थ एवं आवश्यक कार्यवाही हेतु प्रेषित है। कृपया प्रकरण को निक्षेपित करने का कष्ट करें। भवदीय, खण्ड विकास अधिकारी छानवें / मीरजापुर।
