The matter concerns working of the superintendent of police District-Mirzapur. The following diseased is the father of the applicant whose address is as follows.
Siya Kant Mishra S/O Shambhusaran Mishra, village- Bhaisod Balay Pahad post-Daramalganj, tehsil-Lalganj, development block-Halia, District- Mirzapur Uttar Pradesh.
The matter concerns forgery in the public records from which the name of the father of the applicant has been eliminated by taking concerned public staff under good faith. There is a need for swift action in the matter with transparency and accountability so that conspirators may be sent behind the bar.
Sub inspector Mr Arvind Kumar Saroj misused section 107 /116 of the criminal procedure code and overlooked guidelines of the High Court of judicature at Allahabad issued to prevent the misuse of section 151, 107 and 116 of the criminal procedure code and government of Uttar Pradesh through its department of home issued circular which is attached to this grievance. It has been categorically directed to the police and the executive magistrate use the discretion before application of such tools available in our criminal procedure code so that fundamental rights of the people may remain intact.

Subject-For registering First Information Report against the conspirators who hatched conspiracy to exclude the name of my father from the revenue records, family register under the possession of secretary of the village panchayat and cheating the property by colluding with the lekhpal, revenue inspector and tahsildar which was the share of my father.
It is quite obvious that concerned investigation officer submitted arbitrary and inconsistent report to close the above grievance which is a mockery of the law of land and action must be taken against investigation officer for submitting such illogical report.
Currently the applicant is talking about the forgery of the public records which are punishable under section 466, 467, 468, 469,195, 420 and 471 of the Indian Penal Code.
Section 195 in The Indian Penal Code states as follows.
Giving or fabricating false evidence with intent to procure conviction of offence punishable with imprisonment for life or imprisonment.
Section 466 of the Indian Penal Code defines the offense of forgery of a record of a court of justice or of a Registrar of Births, etc
Section 467 of the Indian Penal Code (IPC) 1860 pertains to the forgery of valuable security, will, or authority to make or transfer any valuable security, or to receive any money, movable property, or valuable security.
Section 420 of the Indian Penal Code deals with the offence of cheating and dishonestly inducing the delivery of property.

Whoever commits forgery, intending that the document or electronic record forged shall be used for the purpose of cheating.
Section 471 of the Indian Penal Code (IPC) deals with the concept of using a forged document or electronic record as genuine.
Offenders must be prosecuted under the above said sections of the Indian Penal Code by the police for their criminal activities inflicted serious injuries to the applicant.

The matter concerns the working of the sub divisional magistrate tehsil Lalganj district Mirzapur Uttar Pradesh. The following diseased is the father of the applicant whose address is as follows.
Siya Kant Mishra S/O Shambhusaran Mishra, village- Bhaisod Balay Pahad post-Daramalganj, tehsil-Lalganj, development block-Halia, District- Mirzapur Uttar Pradesh.
This application is under Article 51 A of the constitution of India to seek inquiry regarding the application made by the applicant before the sub divisional magistrate Lalganj dated 20th January 2023 with stamp of Rs.10 verified by the notary for the death certificate of my father Siya Kant Mishra S/O Late Shambhusaran Mishra which is attached as page 4 of the attached PDF documents to the grievance.
Honourable Sir may be pleased to take the perusal off the page 4 of the attached PDF documents to the grievance which contains 6 pages.
The first page of the attached PDF document is the transfer certificate of the applicant of the 8th standard and the second page is the mark sheet of the applicant of the 8th standard.
The 3rd page of the attached PDF document is the scan copy of the Aadhaar card of the applicant.
The 4th page of the attached PDF document is the application of the applicant for the death certificate of the father as mentioned above while 5th page of the attached PDF document is the non-judicial stamp verified by the notary to get the death certificate of the father.
The 6th page of the attached PDF document is the revenue record of the land which shows the inheritance of the property in the name of my grandfather inherited to the 3 brothers of my father and his mother. Unfortunately there is no name of my father in the revenue record.
Sub divisional magistrate Lalganj must tell the applicant cause of not including the name of the father of the applicant in the revenue records and action must be taken against the lekhpal, revenue inspector and tahsildar who conspired to eliminate the name of the father of the applicant from the revenue records.
Most respected sir, whether it is not reflecting anarchy in which rights of the people are no more safe, we are ruled by the anarchy quite obvious from the unlawful dealings and no action thereafter when the complaint is made before the competent authorities.
This is a humble request of the applicant to the concerned police personnel to register FIR/ First Information Report in the matter of cheating under the appropriate section of the Indian Penal Code so that fraudulent elements may learn a lesson by course of this action.
How can it be justified that the name of a person may be omitted from the entire public records, quite obvious from the current matter which requires utmost attention of the competent authorities in the state of Uttar Pradesh so that the right of a woman may be safeguarded.
