An Act to consolidate and amend the law relating to stamp duties in the State of Uttar Pradesh

The matter concerns the theft of stamp duty by colluding with staff of Tehsil Sadar District-Mirzapur comes under the ambit of Sub divisional Magistrate Sadar. Therefore an enquiry may be ordered by the competent authority so that corrupt deeds causing huge loss to public exchequer may be compensated with appropriate penalty and accountable staff of Tehsil Sadar District-Mirzapur may be subject to penal proceedings of theft of stamp duty under law of land.With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.


1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem(h) to develop the scientific temper, humanism and the spirit of inquiry and reform(i) to safeguard public property and to abjure violence


(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.


2-It is submitted before the Honourable Sir that Honourable Sir may be pleased to take a glance of attached Photographs which is showing hundreds of trees which price in Lakhs are sold by Raghuvar Dayal Singh Son of Bhanu Pratap Singh without calculating it to steal stamp duty. 3- I pray before the Honourable Sir that many rooms are constructed in the sold land which was not shown in the sale deed and registry paper and sold as plain agriculture land so offenders must be booked for the theft of stamp duty under the law of land accordingly.


4-It is submitted before the Honourable Sir that According to Bhulekh Document available on the website of Government of Uttar Pradesh attached to this plaint, Raghuvar Dayal Singh S/O Bhanu Pratap Singh village- Kothra Kantit, Tahsil- Sadar, District-Mirzapur sold its land covering area 0.329 hectare to his daughter in-law Rita Singh W/O Jaydheer Singh on 12/11/2021 village- Kothra Kantit, Tahsil- Sadar, District-Mirzapur as well as Raghuvar Dayal Singh S/O Bhanu Pratap Singh village- Kothra Kantit, Tahsil- Sadar, District-Mirzapur sold its land covering area 0.329 hectare to his daughter in-law Priya Singh W/O Dileep Singh on 12/11/2021 village- Kothra Kantit, Tahsil- Sadar, District-Mirzapur from his Khata number-136 which had been kept as mortgage to Branch Manager Aryavart Bank Shree Nivas Dham quite obvious from the order passed by the Tahsildar Sadar on 05/03/2018 and entry made by revenue inspector dated 05/03/2018. For more detail, vide attached document.5-I pray before the Honourable Sir that Raghuvar Dayal Singh S/O Bhanu Pratap Singh sold its land covering area 0.329 hectare to Rajendra Singh S/O Late Jagdish Singh

Address: Village - Kothara Kantit, Balua, Post - Shree Nivas Dham, Police station - Jigana, District: Mirzapur, Uttar Pradesh, PIN Code-231313.

Please take appropriate action in the matter so that nexus between public and private syndicate indulged in stamp duty may be exposed. Enquiry by the credible staff so that nexus may weakened. There must be end of such corruption.

Complaint No- 60000230077406 In the complaint number 60000230077406 received on the Public Hearing Portal, a complaint of stamp theft has been lodged by the complainant Shri Kamlesh Singh. Regarding the complaint made by the complainant, it is to be informed that in the order of the complaint in question, the Deputy Registrar Sadar has issued account numbers 13783/2021 and 13784/ 2021. The site inspection was done on 21.04.2023 in the presence of complainant Shri Kamlesh Singh. In account number 13783/2021, the reduction stamp duty is Rs. 1.90.750/- and the reduction registration fee is Rs. 38,890/- Total reduction is Rs. 229,640/- and Accounts No. 13784/- 2021, the reduction stamp duty has been sent to the undersigned office for recovery indicating the reduction stamp duty of Rs. 36,050/- and reduction settlement fee of Rs. 7.950/- to the undersigned office for recovery indicating the total reduction of Rs. 44,000/-, which has been recorded on the website of the Revenue Council, whose stamp number is D202316530000370 and D2023165000370 respectively. श्रीमान जी देखने से ही लग रहा है कि प्रकरण का संबंध रजिस्ट्री बिलेख का संपादन करते समय स्टांप ड्यूटी की चोरी से संबंधित है किंतु तहसीलदार सदर को क्या कहें वह बिना शिकायतों को पढ़े ही उनका निस्तारण कर देते हैं यह तहसील सदर के कार्यशैली में व्याप्त बहुत बड़े भ्रष्टाचार का जीता जागता नमूना है सोचिए लाखों रुपए के स्टांप ड्यूटी की चोरी का मामला कितनी आसानी से तहसीलदार सदर महोदय ठंडे बस्ते में डाल देना चाहते हैं जैसे लगता है इन बातों का कोई मतलब नहीं है वह सिर्फ भ्रष्टाचार को बढ़ावा दे रहे हैं इस ढंग से भ्रष्टाचार को बढ़ावा देना कभी भी समाज के हित में नहीं हो सकता है एक तरफ जहां नरेंद्र दामोदर मोदी सर जैसे ईमानदार हमारे देश के प्रधानमंत्री हैं योगी आदित्यनाथ जैसे महान ईमानदार हमारे प्रदेश के मुखिया हैं उनके निगरानी में इतना बड़ा भ्रष्टाचार कैसे संभव हो रहा है 

लगता है तहसीलदार सदर महोदय को थोड़ा भी हमारे मुख्यमंत्री महोदय का भय नहीं सता रहा है अन्यथा इस अराजकता को कभी भी प्रोत्साहित नहीं करते महोदय किसी भी शिकायत को बिना पढ़े ही उसका जवाब लगा देना एक तरह का भ्रष्टाचार है जो इस समय तहसीलदार सदर के कार्यशैली में पूर्ण रूप से परिलक्षित होता है जैसे लगता है कि उनके कोई आदर्श नहीं है सिर्फ भ्रष्टाचार को संवर्धन करना ही उनका आदर्श है उसी में अपना करियर समझते हैं
