According to the communication of the deputy registrar CR-1 dated 15-05-2023, communication of the applicant dated 09-05-2023 received on 12-05-2023 attached as first and second page.
1-Second page is the request for condonation of delay on the format provided by the central registry. Let me tell you the reason for considering it as a second appeal.

The Commission did not entertain any request related to Second Appeal/Complaint received through Email. The applicants have to submit the Second Appeal/Complaints and all link papers either through online made in case RTI Application is Online or through post in case it is submitted through Post. In the instant case condonation request for Diary No 620495 was sent by email was marked to secretary which was not received by Central Registry. Secondly the applicant has attach same email while sending his documents by post received on 12.05.2023. Re forwarding the same email by Post does not constitute prescribed format which sould be addressed to commission in an application format hence Second Appeal was not registered on ground of deficiency in regard to being time barred and condonation not submitted in prescribed format.Copy to:-1.
