भारतीय संविधान के अनुच्छेद 51 अ के तहत यह प्रश्नोत्तरी यदि प्रदेश में कानून का शासन है तो कृपया जवाब दें अन्यथा यह जवाब दें कि प्रदेश में कानून का शासन कुछ समय के लिए स्थगित है
महोदय यदि अपर मुख्य सचिव प्रमुख सचिव या सचिव अधिशासी अभियंता विद्युत वितरण खंड द्वितीय राजेश कुमार की अराजकता का अनुमोदन करते हैं तो उपरोक्त अधिकारीगण खुद भी अराजक हुए बताइए बिना किसी स्पष्ट गाइडलाइन के कार्यालय मेमो का सिंहावलोकन क्यों किया गया उसके पीछे जो भ्रष्टाचार है उसको क्यों चेक नहीं किया जा रहा है

Here the matter concerns the circular letter number 2828 dated 25th September 2021 is an office memo of the Uttar Pradesh Power corporation limited. The crop of the Dayanand Singh son of Shobhnath Singh was burnt on 18th April 2021 due to short circuit. The report submitted by the concerned lekhpal on 15th June 2021 which was forwarded by the Kanungo and 19th June 2021. Here it is quite obvious that the circular issued by the Uttar Pradesh Power corporation limited is of later date and there is too much time interval. How can Executive Engineer Electricity Distribution division second mister Rajesh Kumar can do the retrospection by applying office memo of later date?

1-महोदय उत्तर प्रदेश पावर कारपोरेशन का उपरोक्त कार्यालय मेमो 25 सितंबर 2021 को आया जबकि दयानंद की फसल 18 अप्रैल 2021 को जली उस समय यह ऑफिस मेमो अस्तित्व में नहीं था फिर अधिशासी अभियंता विद्युत वितरण खंड द्वितीय श्री राजेश कुमार किस शासनादेश के आधार पर दयानंद सिंह से एफ आई आर की कॉपी मांग सकते हैं क्योंकि उस समय तो ऐसा कोई जियो नहीं था
2-अपर मुख्य सचिव/प्रमुख सचिव/सचिव -ऊर्जा विभाग उस शासनादेश या परिपत्र की प्रतिलिपि उपलब्ध कराएं जिसके आधार पर उन्होंने कार्यालय मेमो को सिंहावलोकन की अनुमति दी
3-जन सूचना अधिकारी मुख्यमंत्री कार्यालय उस दिशा निर्देश की प्रतिलिपि उपलब्ध कराएं जिसके अनुसार कोई अधिकारी या कर्मचारी विभाग द्वारा जारी किए गए शासनादेशों परिपत्रों का सिंहावलोकन करता है
उपरोक्त तीन बिंदुओं की सूचनाएं जन सूचना अधिकारी मुख्यमंत्री कार्यालय उत्तर प्रदेश आवेदक को जन सूचना अधिकार 2005 की धारा 7 की उप धारा 1 मे निर्धारित समय सीमा के भीतर उपलब्ध कराएं

The matter concerns retrospection of office memo not with the what done by executive engineer in providing compensation to Dayanand Singh. Here executive engineer EDD II Rajesh Kumar has submitted arbitrary report on the portal which is inconsistent to contents of the grievance and prayer made by the applicant.
