अवगत होना चाहें कि राष्ट्रीय स्वास्थ्य मिशन, उ०प्र० के अन्तर्गत दिनांक 26.11.2022 को विज्ञापित 17000 + संविदा भर्तियो हेतु फार्मासिस्ट एलोपेथिक, ए०एन०एम० एवं लैब टेक्नीशियन के रिक्त संविदा पदो हेतु शार्टलिस्टेड अभ्यर्थियो की सूची जनपद आवंटन के साथ दिनांक 25.01.2024 को प्रकाशित की गयी है जिसमे जनपद स्तर पर अभ्यर्थियो के दस्तावेज सत्यापन प्रक्रिया हेतु 03 सदस्यीय कमेटी गठित कर सफलतापूर्वक दस्तावेज सत्यापन उपरान्त योगदान आख्या स्वीकार करते हुये तैनाती करने हेतु निर्देशित किया गया है। जिसकी सूचना राष्ट्रीय स्वास्थ्य मिशन, उ०प्र० की वेबसाइट upnrhm.gov.in पर उपलब्ध है। यदि प्रकरण किसी जनपद विशेष से संबंधित है तो उसकी सूचना संबंधित जनपद की जिला स्वास्थ्य समिति से प्राप्त की जा सकती है ।

* Prayer or Relief Sought It is quite obvious that the appellant sought the following 2-point information from the public information officer. 

1- Few contractual staff and the General Secretary of the Association of contractual staff of Lab Technicians submitted signed representation on the letterhead of Association concerning anomalies in the process of appointment on 29th November 2023 which is quite obvious from the second and third page of the attached pdf document to the application. 

Please provide the action taken by the director national health mission Lucknow Uttar Pradesh on the representation if not taken provide the reason for it. 

Most respected Sir public information officer did not provide this information to the appellant, but it seems that he did not focus on it or he did not understand the contents of the RTI application. 

It is most unfortunate he provided a misleading report which does not concern the information sought by the appellant. It is noticeable that public information officer S.V.P. Pankaj Deputy general manager National Health Mission Lucknow provided this information through General manager Sudha Yadav, human resource, National Health Mission, Lucknow. 

Think about the gravity of the situation, Sudha Yadav could not understand the contents of the rti application who has occupied such a key post in a programme sponsored by the central government. 

2- From the first page of the attached PDF document to the application it is quite obvious that concerned people sent a reminder to the director national health mission Lucknow on 7th February 2024. 

Please provide the action taken by the director national health mission Lucknow Uttar Pradesh on the representation if not taken provide the reason for it. 

It is quite obvious that General manager Sudha Yadav, human resource, National Health Mission, Lucknow also did not provide any information quite obvious from the attached communications sent by the public information officer to the appellant through registered post. 

How can such an inefficient individual occupy such a key post is a matter of concern? Think about the rampant corruption in conducting the process of appointment in which still the concerned did not issue the list of the candidates who are in the waiting list despite the fact that there are so many vacancies in the various districts which are yet to be filled. 

There are allegations of corruption from entire corners and concerned people are running away from the representations submitted by the aggrieved people creating apprehension in the mind of the people regarding the transparency and accountability in the process of the appointment. 

This is a humble request to the first appellate authority to pass an appropriate order for the public information officer to provide the two point information to the appellant and initiate disciplinary proceedings against public information officer and Sudha Yadav general manager human resource for providing misleading information deliberately.

Grievance Description

The matter concerns the working of General Manager, HR, SPMU, National Health Mission, U.P. which comes under the ambit of Chief Minister Office of the Government of Uttar Pradesh.

Report No. 9657 dated 12.03.2024 sent by General Manager, HR, SPMU, National Health Mission, U.P. Regarding reference number 60000240035827 is forwarded.

How can such an inefficient individual occupy such a key post is a matter of concern? Think about the rampant corruption in conducting the process of appointment in which still the concerned did not issue the list of the candidates who are in the waiting list despite the fact that there are so many vacancies in the various districts which are yet to be filled.

To issue the list of candidates who are awaiting in the waiting list of the candidates, quite obvious from the facts there our vacancies lying vacant in the districts of Uttar Pradesh which could not be filled by the shortlisted candidates even after undue time was granted to them. If there is transparency and accountability in the working of the public authority and the agency which has been allotted the job to conduct the process of appointment of contractual staff. The selective concentration of the staff on shortlisted candidates itself creates questions on the integrity of the few staff and the delay in the issue of the list of candidates of the aspirants in the waiting list.

It is quite obvious that concerned staff of the national health mission disposed of the following grievance by submitting an arbitrary and inconsistent report which is attached as the second page of the attached pdf document to the grievance. Grievance Description-An application under article 51 A of the constitution of India to make inquiry regarding the corruption prevailed on large scale irregularities in the process of appointment carried out by the national health mission concerned with the government of Uttar Pradesh.

It is quite obvious that concerned officer of the government of Uttar Pradesh submitted arbitrary and inconsistent report in the matter without taking the perusal of the contents of the grievance which is quite obvious from the fact that she did not touch the submissions made in the complaint by the complainant which is a mockery of the law of land and action must be taken against the staff who are trying to conceal the irregularities committed in the processing of the process of the appointment. 

On one side of the screen yogi government is claiming to provide good governance in the state of Uttar Pradesh but on the other side of the screen staff of the government are not maintaining transparency and accountability in the process of appointment being carried out by them showing rule of anarchy in the governance in the state. Only to say that we are providing good governance to the people in the state before the print and electronic media is not a good governance if people are facing rule of anarchy at the place of transparency and accountability.

Grievance Description

An application under article 51 A of the constitution of India to make inquiry regarding the corruption prevailed on large scale irregularities in the process of appointment carried out by the national health mission concerned with the government of Uttar Pradesh. 

The accountable staff of the national health mission made the conspired criteria deliberately to deprive the covid warriors from being selected under the process of the appointment regarding the following vacancies. It seems that sympathy of the government with the COVID warriors is only confined to the print and electronic media who suffered a lot and face the danger of life during the COVID.

There are several candidates who have been selected for more than one programme/stream so they must be selected for their best choice and the rest of the programmes must be filled by those candidates who are in the waiting list. It seems that such vacancies will be filled from the back door.

There are allegations on the part of the aspirants that their documents during the verification which are correct are made incorrect deliberately and those documents which are incorrect are made correct by the subordinates of the accountable staff in the department through mysterious and suspicious dealings.

There is a large-scale resentment among the aspirants and they have submitted the representation before the director of the national health mission lucknow which was overlooked by the staff of the directorate ipso facto. Such things are raising the fingertips on the working of the public authority.

The matter concerns the lack of transparency accountability and deep-rooted irregularities in the process of recruitment for contractual vacancies of ANM, Staff Nurse, Lab Technician & Pharmacist Allopathic under NHM, UP. State Programme Management Unit, National Health Mission, Government of Uttar Pradesh.

There must be transparency and accountability in the process of appointment being carried out in the public sector. Because of corruption in the government, qualified people are deprived of appropriate opportunities.

Please provide the mechanism to check the certificates of economically weaker section candidates because most of the candidates do not belong to this section but they have been shortlisted by using such certificates.
