The matter concerns arbitrary reports by Mirzapur police on the Jansunwai portal of government reported to UPHRC by Shiv Kumari

Prayer-Dereliction of duty on the part of inspector and his subordinate chauki in-charge Bali Maurya quite obvious from the inconsistent and arbitrary report dated 07 Oct 2021 infringed human rights of 70 years old lady Shiv Kumari W/O Shiv Shankar.

Most revered Sir, petitioner invites the kind attention of the Honourable Sir to the following submissions as follows.

1-The matter concerns the report dated 07 Oct 2021 submitted by Chauki In charge Bali Maurya, Mandi Samiti, Jangi Road district-Mirzapur under supervision of inspector Kotwali Katra, District-Mirzapur.

2-Here fault of the inspector, Kotwali Katra, District-Mirzapur.is that he arbitrarily forwarded the matter to the Chauki in charge Mandi samiti while the matter concerns chauki in charge Dankin Ganj also comes under the ambit of Kotwali Katra. It seems that he forwards the matter without taking perusal of the contents of the grievances which tantamounts to dereliction of duty and such practices causing stumbling block in seeking justice for the vulnerable section of society. 

3-Here fault of the sub-inspector cum chauki in charge Bali Maurya is that he submitted report dated 07 Oct 2021 in the matter which concerns the other matter. Here obligatory duty of the Bali Maurya was to take the perusal of the contents and then return it to Kotwal /Inspector of Katra Kotwali with request that the matter does not come under the jurisdiction of chauki mandi samiti, so it must be forwarded to chauki in charge Dankin Ganj for disposal as required under the law. 

Such practice only proves the arbitrariness and tyranny of the concerned police personnel, resulting in rampant violation of human rights of the vulnerable section. 

4-It is submitted before the Honourable Sir that such incidences are rising with the speed of light as accountable public functionaries supervising the working of subordinates are incompetent enough to grasp the errors made by such subordinates. 

5-I pray  before the Honourable Sir that please take appropriate steps to curb this lawlessness and anarchy prevailed in the working of the Mirzapur police as causing great hardships to the common people consequently resentment is growing among them. 

इस ब्यथा के निपटारे के लिए कोतवाल और चौकी इंचार्ज बाली मौर्या का रोल बहुत ही आश्चर्य चकित करने वाला है श्री मान जी चौबे टोला , डंकिन गंज , हनुमान मंदिर के सामने जिला मिर्ज़ापुर पुलिस चौकी डंकिन गंज में आता है अर्थात यह सिद्ध करता है की उपरोक्त दोनों महानुभावों द्वारा व्यथा का परिशीलन ही नहीं किया गया 

श्री मान जी डेरेलिक्सन ऑफ़ ड्यूटी क्या कोई महत्व नहीं है इस आराजकता के युग में श्री मान जी कर्तव्य पालन में शिथिलता नहीं कहा जा सकता इसको क्योकि यह तथ्य का भूल नहीं बल्कि बिधि का भूल है जो क्षम्य नहीं है यह ब्यथा  के विषयवस्तु को कई स्तरों पर पढ़ा नहीं गया सिर्फ आँख बंद कर अग्रसारित किया गया फिर उसके बाद चौकी इंचार्ज बाली मौर्या ने जिनको रिपोर्ट लगानी थी उन्होंने भी उसका परिशीलन नहीं किया इसको हम इन्कम्पीटेंस कहते है अक्षमता या सक्षमता का अभाव 

इस देश को उन लोगो ने उतना नुक्सान नहीं पहुंचाया जो पढ़े लिखे नहीं थे किन्तु उन लोगो ने बहुत नुकसान पहुंचाया जो नक़ल से पास हुए क्योकि वे बुद्धजीवियो से चिढ़ते थे क्योकि उनके पास ज्ञान तो था नहीं और तो सब कुछ हासिल था 

श्री मान जी जनसुनवाई पोर्टल से फ़ोन आता है उसमे यह पूछा जाता है की क्या आप ब्यथा निस्तारण से संतुष्ट है यदि कह दिया नहीं तो फिर बड़े अधिकारी को रेफर कर दिया जाता है और वही रिपोर्ट बड़ा अधिकारी स्वीकार कर लेता है श्री मान जी क्या यही गुणवत्ता पूर्ण निस्तारण है जब सही और गलत देखा ही नहीं जाता तो गुणवत्ता कहा से आएगी निस्तारण में श्री मान जी जो उचित अनुचित की बात करता है तो उससे सभी दूर भागते है आज कल मिर्ज़ापुर पुलिस इस ट्रेंड पर काम कर रही है विषयवस्तु कुछ भी एक रिपोर्ट की कॉपी को तिथि बदल बदल कर लगाते रहते है और इस रिपोर्ट में तो सारी व्यवस्था का ही मजाक बना दिया गया है पूर्ण रूप से पारदर्शिता और जवाबदेही का अभाव है

श्री मान जी कोतवाली कटरा के द्वारा प्रस्तुत रिपोर्ट यह स्पस्ट करता है की कोतवाल और चौकी इंचार्ज दोनों जनसुनवाई पोर्टल की शिकायतों को गंभीरता से नहीं लेते है श्री मान जी प्रकरण का सम्बन्ध रियल इंडिया इंफ्रास्ट्रक्चर प्राइवेट लिमिटेड से है ब्रांच कोड १००४ है जिसका पता चौबे टोला , डंकिन गंज , हनुमान मंदिर के सामने जिला मिर्ज़ापुर है शिव कुमारी जो ७० वर्षीय बृद्धा है १० हजार रुपये का फिक्स डिपाजिट दिनांक १६ जून २०१६ को किया और ६० महीने के उपरांत उपरोक्त वित्तीय कंपनी दिनांक १५ जून २०२१ को जब फिक्स डिपाजिट mature  हो कर २० हजार रुपये हो गया उसका एजेंट पैसा देने से इंकार कर रहा है सोचिये उपरोक्त दोनों अधिकारी बिना विषयवस्तु का परिशीलन किये मामले रिपोर्ट लगा कर बंद कर दिए जो की सीधे आराजकता को दर्शाता है क्या यही योगी सरकार का सुशासन है जिसमे अधिकारी कर्मचारी निरंकुश हो गए है यह एक असफल ब्यवस्था को पोषित कर रहा है अतः उपरोक्त अधिकारिओं के विरुद्ध कार्यवाही होनी चाहिए न्याहित में किन्तु इस आराजकता में ऐसा संभव ही नहीं है
