उक्त आर0टी0आई0 आवेदन पत्र में उल्लिखित संदर्भ सं0- GOVUP/E/2019/36610 जो आई0जी0आर0एस0 के माध्यम से भारत सरकार द्वारा उ0प्र0 सरकार को ऑनलाइन अग्रेसित किया गया था, जो भारत सरकार के रेल मंत्रालय से संबंधित था, जिसे इस कार्यालय द्वारा भी त्रुटिवश अपर मुख्य सचिव/प्रमुख सचिव/सचिव,कृषि विभाग, उ0प्र0 शासन को दिनांक 14.07.2020 को अग्रेसित कर दिया गया है, जिसके लिए खेद है । उर्वरकों की रैक अनलोडिग एवं लोडिग कराने का कार्य/ दायित्व कृषि विभाग का नहीं है, की निस्तारण आख्या लगायी गयी है।
उपरोक्त के दृष्टिगत प्रकरण भारत सरकार के रेल मंत्रालय से संबंधित होने के फलस्वरूप सूचना दिया जाना सम्भव नहीं है । अत: कृपया भारत सरकार के पोर्टल पर पुन: आवेदन कर सूचना प्राप्त कर सकते हैं ।

* Prayer or Relief Sought Neither chief minister office nor department of agriculture provided sought information to the information seeker. Following is the appeal made by information seeker to department of Agriculture but unfortunately no action. Yet you are honest. Thanks to print and electronic media for promoting corrupts and destroying country. RTI REQUEST RECEIVED as on 21/07/2020 by the public authority but no information was made available. This implies that public information officer concerned violated provision subsection 1 of section 7 of the Right to Information Act 2005. It seems that the Right to Information Act 2005 has been thrown into the heap of garbage by the government of Uttar Pradesh because no public functionaries in the government providing information under this act. In the matter concerned there occurred sheer mismanagement caused the loss of fertilizer of more than 20 million rupees but now running away from providing information. They have given an affidavit to the department of Railways that whatever loss will occur, they will be responsible but now escaping from accountability.

Public Information Officer Chief Minister Office, Government of Uttar Pradesh may provide the following information pointwise as follows.
1-Provide the notings regarding aforementioned grievance and minutes of proceedings.
2-Provide the name, designation and department of the staffs whoever processed the aforementioned grievance.
3- Provide the name, designation and department of the staffs whoever monitored the processing of the aforementioned grievance.
4-If the government of Uttar Pradesh had submitted an affidavit that if any loss occurred, the ministry of Railways will not be responsible as quite obvious with records attached to the grievance made available by Ministry of Railways and still available on Public grievance portal.
Please provide the copy of the affidavit given to a concerned staff of the Ministry of Railways as aforementioned.

श्री मान जी दिनांक छह अक्टूबर २०१७ का पत्र मंडल रेल प्रबंधक कार्यालय उत्तर मध्य रेलवे इलाहबाद का है जो की प्रार्थी योगी एम्. पी. सिंह मुहल्ला सुरेकापुरम , जबलपुर रोड जनपद मिर्ज़ापुर को सम्बोधित है और इससे भी पहले का पत्र २६ जुलाई २०१७ का भी है दोनों पत्र वरिष्ठ मंडल वाणिज्य प्रबंधक उत्तर मध्य रेलवे इलाहबाद द्वारा हस्ताक्षरित है जिसमे सीधे रेलवे वैगन से खाद को ट्रक में लोड करने की परमिशन मुख्य माल अधीक्षक मिर्ज़ापुर लिखित मांगी गयी है और यह परमिशन इस शर्त के साथ रेलवे द्वारा प्रदान किया गया की पार्टी द्वारा किसी भी छति पूर्ति का दावा रेलवे से नहीं किया जाएगा श्री मान जी अब आप बताये मामला कैसे रेलवे से सम्बन्घित है श्री मान यह मामला आपके कृषि विभाग से सम्बंधित है और वह स्टाफ दोषी है जिसने माल अधीक्षक मिर्ज़ापुर से लिखित परमिशन मागी और यह परमिशन इस शर्त के साथ रेलवे द्वारा प्रदान किया गया की पार्टी द्वारा किसी भी छति पूर्ति का दावा रेलवे से नहीं किया जाएगाआश्चर्य की बात यह है की सब कुछ जानते हुए भी मुख्य मंत्री कार्यालय अनजान बन रहा है और एक लापरवाह नौकरशाह की लापरवाही को नजरअंदाज कर रहा है
