Provincial civil servants in U. P. do not know about any government order regarding voluntary disclosure of assets by them
Public information officer in the state information commission govt of Uttar Pradesh must provide the following information to the information seeker point wise as follows.
Sought information-1-Provide the name and designation of the staff who disclosed the assets voluntarily up to 31 January 2024 under the supervision of Secretary Information Commission government of Uttar Pradesh Lucknow.
2- Provide the name and designation of the staff who did not disclose their assets voluntarily by 31st January 2024 under the supervision of Secretary Information Commission government of Uttar Pradesh Lucknow.
3- Provide the action taken by the Secretary Information Commission government of Uttar Pradesh Lucknow regarding the government order dated 4th January 2024.
4- Provide the copy of the communications exchanged with the subordinates by the Secretary Information Commission government of Uttar Pradesh Lucknow in compliance with the government order concerning disclosure of assets voluntarily by provincial civil servants of the government of Uttar Pradesh.
5- Provide the name and designation of the staff who are processing this government order in the office of Secretary Information Commission government of Uttar Pradesh Lucknow.
Public information officer must provide 5-point information to the information seeker within stipulated 30 days as prescribed under subsection 1 of section 7 of the right to information act 2005.
To promote transparency and accountability and curb the corruption in the working of the public authorities this public-spirited step has been taken by our chief minister so its compliance must be ensured in a transparent and accountable manner.

Sir, please refer to pages 4 and 5 of the PDF documents attached with this application. The government order was sent by Dhananjay Shukla, Special Secretary of the Government of Uttar Pradesh on 4th January 2024. This mandate is addressed to the Chairman Revenue Council Uttar Pradesh Lucknow, all Additional Chief Secretary, Principal Secretary, Secretary, Government of Uttar Pradesh, all the heads of departments and chief office heads, Uttar Pradesh all the divisional commissioners of Uttar Pradesh, the District Magistrate of Uttar Pradesh.
Shri Jagdish Prasad (IAS), Secretary had to direct subordinates specially provincial civil servants to submit Entire movable and immovable property details on the Sparrow Portal of the government of Uttar Pradesh by using their ID and passwords.
This implies that you did not ensure the compliance of the government order sent through the special secretary of the government of Uttar Pradesh Mr Dhananjay Shukla on 4th January 2024.
Here one thing must be noted that the information seeker is not seeking information concerning the declaration of assets but the appellant is seeking regarding the compliance of the government order and communications exchanged regarding it by the accountable officer of the government.
It is most unfortunate that the public information officer denied the information on the ground that Uttar Pradesh state information commission is not custodian of such information. This implies that the secretary of the Uttar Pradesh state information commission did not make compliance of the government order by directing the subordinates to submit their both movable and immovable properties on the Spirop Portal by using their ID and password. This is not the mistake of the fact but it is a mistake of the law and tantamount to indiscipline in performing the public duty. It is not expected from such a senior IAS officer who has retained such a highest level of responsibilities.
Think about the ancient monarchies when the people were awarded capital punishment for violating the orders of the Kings but at present such government orders are put into the dustbin.
Whether it is not a failure of the democracy in the country and is not reflecting the anarchy in the working of the government machinery because of such an arrogant working style.
What is the need to amass huge wealth disproportionate to known sources of income because such a step is causing one to escape from following the government order?
This is a humble request of the appellant to the most respected first appellate authority, if you, Honourable Sir took any action in the matter please provide the information through your public information officer.
