The matter concerns the working of the Kotwal police station- Kotwali Katra district Mirzapur under the supervision of the superintendent of police district Mirzapur.
विषय-F.I.R. must be registered for slapping the applicant and hurling the abuses on the applicant in the public crowd under prevention of atrocity on S.C. and S.T. Act 1995 as amended in 2011 against the offender. अनुसूचित जाति और जनजाति(अत्याचार निवारण)नियम 1995 का संशोधन नियम 2011 के अनुसार दी जाने वाली धनराशि का विवरण अपराध का नाम-1-अखाद्य या घृणाजनक पदार्थ पीना या खाना (धारा 3(1) (i)) 2-क्षति पहुंचाना, अपमानित करना या क्षुब्ध करना (धारा 3(1) (ii)) 3-अनादर सूचक कार्य (धारा 3(1) (iii)) राहत की न्यूनतम राशि-प्रत्येक पीड़ित को अपराध के स्वरूप और गंभीरता को देखते हुए 60000/- रूपए या उससे अधिक और पीड़ित व्यक्ति द्वारा अनादर, अपमान, क्षति तथा मानहानि सहने के अनुपात में भी होगा।दिया जाने

Subject -The applicant has visited the Kotwali Katra, chauki-Mandi samiti and office of superintendent of police district Mirzapur repeatedly in order to submit representation as well as the applicant has submitted representation before them through the registered post which is quite obvious from the attached document to the grievance. It is most unfortunate that no action has been taken by the police against the offender which is a mockery of the law and reflects the Jungle rule in the state of Uttar Pradesh where rights of the oppressed section is no more safe.
It is quite obvious that following representation submitted by the applicant on 27th March 2024 before the incharge of the police station Kotwali Katra district Mirzapur.

महोदय,
विनम्र निवेदन है कि प्रार्थी जाति का हरिजन व्यक्ति है और भवन निर्माण मजदूरी करके अपना तथा अपने परिवार का भरण पोषण करता है। मैंने अपने निम्नलिखित सहयोगियों के साथ नान्हक मिस्त्री, सुशील कुमार, संतोष आदि के साथ जितेन्द्र सिंह निवासी उपरोक्त के यहाँ उनके नवनिर्मित भवन निर्माण के लिए एक मुहजबानी करार किया तथा मैं और मेरे साथियों ने दिनांक 31-1.२०22 से २-3-2024 तक अथक मेहनत करके तथा भवन निर्माण में काम आने वाली सामग्री बांस, बल्ली, पटरा, प्लाई आदि की व्यवस्था कर उनका तीन मंजिला मकान पूर्णरूप से फिनिसिंग करके उनको दे दिया बीच बीच में कुछ मजदूरी का भुगतान जितेन्द्र सिंह मुझे व मेरे साथियों के करते थे जब काम पूरा हो गया तब मैंने और मेरे साथियों ने उनसे पूर्ण भुगतान की मांग की तो विपक्षी आग बबुला हो गया तथा हम लोगो के द्वारा किया गया 1700 वर्गफीट के कार्य को 1500 वर्गफीट कहने लगा तथा हमको गाली गुप्ता दिया तथा जाति सूचक शब्दो से सम्बोधन किया एवं कई झापड़ हमारे मुँह पर लगा दिया और कहने लगा कि जो मैं कह रहा हूँ वही मानो नही तो माँ-बहन की भद्दी भद्दी गालियों देते हुए कहने लगा कि एक भी पैसे का भुगतान नही करूंगा और ज्यादा करोगे तो हाथ पैर तोड़कर फेंकवा दूंगा मैं बिहार का रहने वाला हूँ और वहाँ के बाहुबलियों से मेरा सम्पर्क है और तुम मेरा कुछ नहीं बिगाड़ सकते और हमको मारपीट कर अपने यहाँ से भगा दिया। प्रार्थी चौकी मण्डी समिति में गया मगर प्रार्थी की कोई सुनवाई नहीं हुई।
अतः महोदय जी से विनम्र निवेदन है कि मामले का संज्ञान लेकर उक्त विपक्षी के विरूद्व उचित दण्डात्मक कानूनी कार्यवाही करवाने की कृपा की जाय। दया होगी।

It is quite obvious that police are insensitive to the rights of the oppressed section in the district Mirzapur and it is not taking any action against the offender.
The applicant was arbitrarily slapped and abused by the offender because he dared to ask for wages as worked on the construction site of the offender and the offender is no more interested to provide the wages of the applicant and his companions.
