Prayer-Instead of pursuing the path of negative approach of not providing information, CPIO Punjab National Bank must provide the information-to-information seeker/appellant in the matter concerning deep rooted corruption, lawlessness and anarchy lowering the dignity of the nationalized banks due to lack of transparency and accountability in the working. It is most surprising that the first appellate authority of the Punjab National Bank instead of taking perusal of the contents of the first appeal he blindly copied the denial of information provided by the central public information officer and provided it to the appellant.

The information sought by you relates to personal information of a third party and since no involvement of larger public interest has been established the same cannot be provided in light of exemption under section 8 (1) (1) of the RTI Act, 2005.
Submission of the appellant is as follows.
CPIO must know that branch manager is not a third party and his posting details concerns with the working of the public authority so there must be transparency and accountability in the working of the public authority for which right to Information Act was introduced by the government of India. There denial of information by CPIO is illegal, arbitrary and ultra vires to the provisions of the Right to Information Act 2005.
2-If the aforementioned branch manager transferred within the circle then provide the transfer details.

But this information also denied by CPIO on the false flimsy ground because of corruption which pressed them to live in fear psychosis.

There are specific staff who works in the loan section of the RM office deals with the matter concerning loans but posting details are denied because they are working on the same table for many years likewise branch manager and enjoying plum posting.

Most respected sir both the central public information officer and the first appellate authority of the Punjab National Bank are running away from providing information concerning non performing assets while the same information has been provided by central public information officer bank of India which means there is no transparency and accountability in the working of the Punjab National Bank and they are concealing information from the information seeker because of rampant corruption in the working of the public authority.
13-Please provide detail if the aforementioned information if available under subsection 1 B of section 4 of the Right to Information Act 2005 as required voluntary disclosure of information by the public authorities concerning its working, structure and so many others in wide public interest under R.T.I. Act 2005.
They did not provide information under this point also because no such information has been voluntarily disclosed by Punjab National Bank because of its cryptic and mysterious working style in order to conceal the rampant corruption in the working of the public authority.
This is a humble request of the appellant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos in an arbitrary manner by making the mockery of law of land? This is the need of the hour to take harsh steps against the wrongdoers in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray to you, Hon’ble Sir.
