Public information officer denied the information to the appellant by taking the recourse of the following provisions of the right to information act 2005.
Section 8 (1) (j) of RTI Act,2005 states as Notwithstanding anything contained in this act, there shall be no obligation to give any citizen information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information.
Provided that the information which cannot be denied to the Parliament or a State Legislature
shall not be denied to any person.
The appellant is seeking information on behalf of proprietor of the Om gas agency Smt Rajesh Sharma. How can the appellant be considered as the information seeker seeking 3rd party information? The matter concerns the working of the Punjab National Bank on the representation of the proprietor of the Om gas agency Smt Rajesh Sharma. The appellant is the authorised representative of the proprietor of the Om gas agency. If you need an authorization paper to seek information of the proprietor of ohm gaussiancy then the appellant can provide it. You can seek the consent of her if she is denying you may not provide the information to the appellant.
This matter concerns the corruption in the working of the public authority which is the Root-Cause the central public information officer withheld the information because of fear psychosis to be exposed in the public. Where is the transparency and accountability in the working of the public authority Punjab National Bank? Here you are not serious about the third party but your concern is to be exposed in the public domain because of the prevalent irregularities originating from corruption. The Appellant is a human rights defender whose obligatory job is to defend the human rights of the aggrieved lady and he is pursuing his duty only but the public information officer is stumbling block in the path. Please direct the central public information officer to provide the information to the information seeker in the interest of the aggrieved lady.

Description of Information Sought
An application on behalf of proprietor of Om Gas agency Smt Rajesh Sharma of district Bulandshahar Uttar Pradesh. Please provide the 4 point information attached to this online application in PDF format.
An application on behalf of Om Gas service. (Rajesh Sharma) Proprietor Om Gas Agency, Bulandshahr to seek information under subsection one of section 6 of the right to information act 2005.
Central Public Information Officer, Punjab National Bank may provide the following information to the information seeker.
1-The applicant had submitted the renewal application for the cash credit account before the branch manager quite obvious from the following document.
Central Public Information may provide the noting made by the concerned accountable staff on the renewal application.
2-Provide the name and designation of the staff of the bank who are processing the renewal application of the cash credit account of the proprietor of the Om Gas agency regarding renewal of CC account no.0069608700013264.
3-If the branch manager did not take any action in the matter then branch manager must tell the reason of its decision as required under section 1d of the section 4 of the right to Information act 2005.
4-it is quite obvious that applicant which means proprietor of the Om Gas agency visited repeatedly at the branch office and requested the branch manager to take the appropriate action in the matter in the direction of the renewal of the CC account of the agency.
Central Public Information Officer may provide the minutes of the proceedings done by the branch manager in the matter.
Central Public Information Officer may provide the aforementioned 4 point information to the information seeker within stipulated time as prescribed under subsection one of section 7 of the right to Information act 2005.
