महोदय प्रकरण का संबंध विद्युत चोरी से है जो बहुत बड़े स्केल पर हो रही है किंतु आप द्वारा प्रस्तुत शिकायतों में मनमाना और असंगत जवाब लगाकर कर्तव्य से पलायन किया जा रहा है जो किसी भी तरह से नियम संगत नहीं है
Sir, the matter is related to electricity theft which is happening on a very large scale, but in the complaints, reports presented by you are arbitrary and inconsistent answers. This implies that you are running away from your duty, which is not in any way legal.
स्थिति की गंभीरता को समझ ले सरकार द्वारा 10 बकायेदारों के कनेक्शन काटने का निर्देश दिया गया था हर अवर अभियंता के लिए किंतु आपके अवर अभियंताओं द्वारा सिर्फ 11 परसेंट ही इसका पालन किया गया क्यों, आपको थोड़ा भी खेद इसका नहीं है अर्थात विद्युत चोरी क्यों नहीं होगी यदि इस तरह की लापरवाही आपके अधीनस्थों द्वारा किया जाएगा
महोदय इस शिकायत के साथ इनके मनमाने रिपोर्ट्स लगे हुए हैं उन का अवलोकन करें
Realizing the seriousness of the situation, the government had instructed to disconnect the connections of 10 defaulters for every junior engineer, but only 11 percent of it, your junior engineers followed it, why do you not have little regret for it, that is, why no electricity theft. If this kind of negligence will be done by your subordinates, sir, their arbitrary reports are attached with this complaint, please observe them.
महोदय क्या अधिशासी अभियंता विद्युत वितरण खंड द्वितीय बताएंगे की अब तक उन्होंने कितने विद्युत मीटर परिसर से बाहर किए हैं और अधिशासी अभियंता विद्युत परीक्षण खंड मीटर टेस्टिंग का काम कराते हैं मीटर देते हैं किंतु लगाने का कार्य तो अधिशासी अभियंता विद्युत वितरण खंड के अधीनस्थ अवर अभियंता ही करते हैं
Sir, will the Executive Engineer Electricity Distribution division II tell how many electricity meters they have taken out of the premises so far and the Executive Engineer Electricity Testing Division gets the meter testing work, done, but the installation work is done by the junior engineer subordinate to the Executive Engineer Electricity Distribution Division. Junior engineers only do installations of electricity meters outside and inside the premises of consumers.
Different rates for theft of electricity are prescribed like rate of Katiya connection, rate to decrease meter reading by manipulating electricity meters, decreasing electricity bills by manipulating records, issuing second connection and hiding the records of the first connection and many more. After dozens of complaints, executive engineer EDD II Rajesh Kumar did not initiate any step to curb theft of electricity, showing that he fears that it will impact the income from theft of electricity.
प्रार्थी आपके रिपोर्ट की आलोचना कुछ इस प्रकार करता हैअर्थात आपके अवर अभियंताओं द्वारा प्रतिदिन 15 कनेक्शन विच्छेद किए गए जो कनेक्शन धारी विद्युत बकाया काफी ज्यादा रखे हुए थे अर्थात प्रत्येक अवर अभियंता प्रतिदिन लगभग एक कनेक्शन विच्छेद करने का काम किया है जबकि शासन द्वारा निर्धारित संख्या 10 है तो आप के द्वारा कहां पर शासनादेश, परिपत्र और आफिस मेमो का पालन किया जा रहा है यदि शासन कहता है कि 10 कनेक्शन विच्छेद करिए तो आप क्यों सिर्फ एक कनेक्शन विच्छेद कर रहे हैं क्या आप बैठकर सैलरी लेना चाहते हैं आप अपने आख्या का खुद अवलोकन करें आप द्वारा अभियांत्रिकी की पढ़ाई करने के कारण आपने गणित का अध्ययन अवश्य किया है आपके अवर अभियंता शासन के निर्देशों का 11 परसेंट भी पालन नहीं कर रहे हैं फिर आप द्वारा यह कैसे दावा किया जा सकता है कि शासन द्वारा पारित सभी सर्कुलर, गवर्मेंट आर्डर और ऑफिस मेमो का पालन आपके द्वारा सतर्कता के साथ किया जा रहा है

It is quite obvious that the matter concerns with the theft of electricity on the large scale and the applicant is praying to the concerned accountable staff to take action against the theft of electricity instead of submitting arbitrary and inconsistent report on the Jansunwai portal of the government of Uttar Pradesh in order to redress the grievances of the public spirited people. In the month of June the powers of the 3 Transformers were increased because of the repeated breakdown in the supply of electricity due to heavy output load. It is quite obvious that theft of electricity on the large scale how is the blessings of the staff of the department itself which is the root cause no action is being taken in the matter and arbitrary and inconsistent reports are being submitted by the executive engineer electricity distribution division second Mr Rajesh Kumar on the Jansunwai portal.
