Grievance Description

The matter concerns Deputy commissioner Ashok Kumar, industries and promotion of industries District-Mirzapur. Communication dated 03/05/2023 addressed to District Magistrate Mirzapur in regard to complaint of the applicant.

An application under Article 51 A of the constitution of India on behalf of borrowers to make enquiry regarding the arbitrariness and tyranny originated from deep rooted corruption in the prime minister employment scheme for the unemployed youth. The applicant makes the following enquiry to the concerned accountable staff of the district industrial department.

1-Government provides the subsidy under the prime minister employment scheme. This subsidy is merged by the concerned Bank from which the unemployed youth borrows the money under the scheme. Various cunning tricks are adopted to Harass borrowers by the concerned department in merging the subsidy provided by the government which is the main concern of the borrowers.

Please provide the measures taken by the department to provide the subsidy to the borrowers in their respective accounts.

2-Provide the numbers of borrowers whose 2 years have passed since the date they have borrowed the money from the banks under the prime minister employment guarantee scheme in 5 years.

3-Provide the number of borrowers whose subsidy is still not merged in their accounts and also provide the reason for it.

4- Various borrowers are complaining about the demand of illegal gratification in order to merge the subsidy by the concerned public staff and if the convenience charges are not made they are procrastinating in merging subsidy to their accounts.

Please provide the transparency mechanism adopted by the accountable staff in order to curb such illegal practices. This is my humble request to the concerned staff to ensure the reach of the public assistance to the needy in a transparent and accountable way. The delay in the merging of the subsidy causes extra burden of the interest on the borrowers which must be avoided by the accountable staff of the district industrial management department.

श्रीमान जी प्रकरण का संबंध गरीब बेरोजगारों से है जो किसी ढंग से जीविकोपार्जन कर रहे हैं प्रधानमंत्री स्वरोजगार योजना के तहत ऋण लेकर यदि उनकी सब्सिडी समय से उनके खाते में मर्ज नहीं होगी तो उनके सामने बहुत बड़ा संकट पैदा हो जाता है और उनके ऊपर बैंक ब्याज का अनावश्यक बोझ बढ़ जाता है इसलिए आप उचित कार्यवाही करके इन गरीब बेरोजगारों की मदद करें सब्सिडी मर्ज करने का प्रोसेस पारदर्शिता और जवाबदेही से भरा होना चाहिए किंतु ऐसा हो नहीं रहा है मनमाने तरीके से सब्सिडी रोकी जा रही है और परेशान बेरोजगार एक ऑफिस से दूसरे ऑफिस का चक्कर लगा रहे हैं

Vide last para of attached PDF document which states as

The average working capital availment should be calculated over a period beginning with the first withdrawal of the cash credit and ending on the completion of the three-year period from the date of the first disbursement of the loan i.e. term loan or date of ending of lock-in period whichever is earlier.

This categorically implies that now they must merge the margin money in the term loan account of the applicant.

It is most unfortunate that the State Bank of India is run by arbitrary rules and regulations made by its administrative staff for its own convenience.

Moreover, they have deducted monthly interest i.e. M.I. of amount Rs.8200 from my cash credit account arbitrarily with adjusting the margin money into my term loan account. It reflects the tyranny and arbitrariness in the working of the state bank of India which only promotes corruption, and its sole victims are innocent
