महोदय प्रकरण में लेखपाल कन्हैयालाल के द्वारा जनसुनवाई पोर्टल पर प्रस्तुत की गई असंगत और मनमाना रिपोर्ट इस शिकायत के साथ संलग्न है उसका अवलोकन करें और उप जिलाधिकारी सदर को निर्देशित करें कि ग्राम पंचायत की समस्त जमीन जो दबंगों के कब्जे में है उसको मुक्त करें
महोदय प्रकरण का संबंध ग्राम पंचायत में सरकारी जमीन जो कि ग्राम वासियों के सुविधा के लिए सरकार द्वारा छोड़ा जाता है 3 बीघे से ऊपर है उसको ग्राम के दबंगों द्वारा लेखपाल और कानूनगो की मदद से कब्जा कर लिया गया है और प्रार्थी कई वर्षों से इस बात की शिकायत कर रहा है कि जो सरकारी जमीन है उसे खाली होना चाहिए किंतु जितने भी लेखपाल आए और कानूनगो आए वे सभी लोग उलूल जुलूल जवाब लगाकर मामले का पटाक्षेप कर देते हैं जो किसी तरह से उचित नहीं है महोदय उप जिलाधिकारी सदर को निर्देशित किया जाए कि वे अपने साथ लेखपाल और कानूनगो के को लेकर गांव में सरकारी जमीन की करंट स्थिति का जायजा लें और जितने भी दबंगों ने सरकारी जमीन का कब्जा किया है और उसका दुरुपयोग कर रहे हैं उन से छुड़वाया जाए और मुख्य बात तो यह है कि कानूनगो तहसीलदार और लेखपाल से इस बात की अपेक्षा नहीं की जा सकती है कि यह लोग सरकारी जमीन खाली कराने में मदद करेंगे क्योंकि इन्हीं के स्तर से इसमें गड़बड़ी हुई है
Here the matter concerns the grabbing of the government land by the muscle men in the village panchayat by colluding with the staff of the Tehsil Sadar and in order to prove its claim the applicant is seeking the current measurement of the public land.
This public land is left for the facility of the villagers not for cryptic dealings done by staff of Tehsil who have sold it to land grabbers who are blocking the movement of common people on this public land.
Section 122 B of The U.P. Zamindari Abolition and Land Reforms Act has been teeth less because of the corruption prevailing in the working of the concerned public staff. Arbitrary reports are being submitted on the jansunwai portal by Lekhpal Kanhaiyalal instead of taking action against offenders under subsection 1 of section 122 B of The U.P. Zamindari Abolition and Land Reforms Act . Sir, the case is pending since 2017, which is related to the encroachment of government property by bullies. Sir, government property is being sold by Tehsil employees by manipulating government documents among the people of the village who are vicious.
Sir, if Lekhpal Kanhaiyalal is honest, then provide the following information to the applicant under Article 51A of the Indian Constitution.
1-Honourable tehsildar Sadar may take the perusal of the fourth page of the attached document to this RTI application which is the public property detail of the revenue village Bihsara khurd.Khata number- 119, khasra number 71, area of the land 0.1010 hectare, report of the revenue inspector- no encroachment.
Please provide the paimaise and location of the aforementioned public plot.
2-Khata number- 119, khasra number 89, area of the land 0.1390 hectare, report of the revenue inspector- no encroachment.
Please provide the paimaise and location of the aforementioned public plot.
3-Khata number- 119, khasra number 155, area of the land 0.3790 hectare, report of the revenue inspector- no encroachment.
Please provide the paimaise and location of the aforementioned public plot.
4-Khata number- 119, khasra number 21, area of the land 0.0510 hectare, report of the revenue inspector- no encroachment.
Please provide the paimaise and location of the aforementioned public plot.
5- Please provide the detail of the random cross checking if made by any of the following officers in regard to the aforementioned revenue village.
1-sub divisional magistrate Sadar.
2-chief revenue officer Mirzapur
3-district magistrate Mirzapur.
Also made available the report as required under the law if any of the aforementioned officers visited the aforementioned revenue village. There is no public land any more in the revenue village because the entire land has been sold by the staff of Tehsil sadar. Vide attached document to this grievance

It is quite obvious that lekhpal Kanhaiya Lal and revenue inspector of the area and tehsildar Sadar are misleading the applicant through their arbitrary and inconsistent reports submitted on the jansunwai portal of the Government of Uttar Pradesh and public grievance portal of the Government of India. It is quite obvious from the raised matter, the matter concerns the grabbing of the entire public property/land in the village panchayat but it is being concealed because of its corrupt dealings. Concerned staff of the tehsil Sadar are only procrastinating on the matter which is promoting corruption in the working of the sub divisional magistrate Sadar. Not a single point in the report of the Lekhpal Kanhaiya Lal is consistent with the contents of the submitted grievance of the applicant. Such activities are only promoting corruption in the government and decreasing the faith of the common people in the government machinery which must curbed to make the system credible.
