The matter concerns with the working of chief medical officer district-Prayagraj formerly known as Allahabad quite obvious from the following quote made in the report submitted before the state Human Rights Commission Lucknow quite obvious from the order passed in Case Details-Diary No 1358/IN/2022 Case / File No 1431/24/4/2022-WC Victim Name VANDANA SINGH Registration Date 25/05/2022. चूंकि आवेदक के सम्बन्धी बन्दना सिंह द्वार तत्समय में 47000/-रुपया भुगतान करने में आपत्ति की गयी तो चिकित्सक द्वारा संज्ञान में लेते हुये त्रुटियों को पूर्ण कर 41000/- रूपये भुगतान का बिल बनाया गया है चिकित्सा में होने वाले व्यय का सम्बन्ध पुलिस विभाग से सम्बन्धित नहीं है। प्रति दिन खर्च होने वाले चिकित्सीय व्यय के सम्बन्ध में सी0एम0ओ0 प्रयागराज से जांच कराया जाना समीचीन होगा।

P. Singh dated 17.05.2022. No useful purpose would be served in keeping the present complaint pending. Keeping in view the nature of allegations made in the complaint it would be appropriate to send a copy of the complaint to the Senior Superintendent of Police, Prayagraj who shall look into the matter and do the needful in accordance with law at his end within a period of six weeks from the date of receipt of this order and intimate compliance to the Commission within a week thereafter. I have not expressed any opinion on the merit of the complainant’s case. If the concerned officer fails to take any action in compliance with this order, the complainant will be at liberty to approach the Commission fresh. Subject to the above observations the complaint is finally disposed of.
जांच का सारांश-
उपरोक्त के संदर्भ में अवगत कराना है कि प्रकरण के सम्बन्ध में प्रार्थना पत्र में वर्णित तथ्यों का अवलोकन/ परिशीलन कर थाना घूरपुर से आख्या प्राप्त की गयी। प्राप्त आख्या के अवलोकन व प्रार्थना पत्र पर दिये गये दूरभाष नम्बर- 7379105911 पर वार्ता की गयी बात के क्रम में की गयी पूछताछ से आवेदक श्री योगी एम0पी0 सिंह द्वारा बताया गया कि उनके मरीज का इलाज सहारा अस्पताल में कराया गया था जिसमें सहारा नर्सिंगहोम के संचालक द्वारा
अभद्र व्यवहार किये जाना व इलाज के दौरान अधिक पैसा लिया गया है। जिसके सम्बन्ध में आवेदक द्वारा सन्दर्भित प्रार्थना पत्र दिया गया है।
उक्त प्रकरण में की गयी छानबीन व आवेदक की सम्बन्धी बन्दना सिंह से दूरभाष नम्बर 7459814605 पर वार्ता की गयी वार्ता के क्रम में बन्दना सिंह द्वारा बताया गया कि उसके दो माह के पुत्र की तबीयत खराब होने पर उसके द्वारा उक्त सहारा नर्सिंगहोम में एडमिट किया था जहां पर उसके पुत्र को आई0सी0यू0 में रखा गया तथा कोई समुचित सुविधा उपलब्ध नहीं करायी गयी न ही वहां पर नियमित रूप से कोई ड) रहता था। डॉ० बाहर से बुलाये जाते थे और अधिक पैसा लिया जाता था उसके पुत्र का 06 दिवस इलाज चला किन्तु हालत में सुधार न होने से डिस्चार्ज करने हेतु कहा गया जिस पर संचालक द्वारा अभद्र व्यवहार किया गया तथा डिस्चार्ज पेपर भी नहीं दिया गया डिस्चार्ज के 6- दिवस बाद किसी व्यक्ति से एक डिस्चार्ज पेपर उसके गांव बबुरा थाना करछना भेज दिया गया। उक्त के सम्बन्ध में आवेदक द्वारा उपलब्ध कराये गये वीडियो से यह स्पष्ट नहीं हो पा रहा है कि चिकित्सक द्वारा आवेदक से गाली गलौज की जा रही है मात्र तेज आवाज में वार्ता करना पाया जा रहा है। आवेदक से गाली गलौज के सम्बन्ध में बात की गयी तो उसने बताया कि गाली वाला वीडियो रिकार्ड नहीं कर पाया। आवेदक द्वारा उपलब्ध प्रपत्रों के अवलोकन से डिस्चार्ज पेपर दिनांक: 08.04.2022 का बना हुआ प्राप्त हुआ है। सुलभ सन्दर्भ हेतु वीडियों रिकार्डिंग एवं प्रपत्रों की छाया प्रति संलग्न की जा रही है।

This implies that the applicant has made request to send the application before the chief medical officer Allahabad now known as Prayagraj. Moreover the tone of the proprietor is not only up but the gestures are showing something different which the concerned police is understanding very explicitly. According to the police the matter concerns with the working of the chief medical officer Prayagraj therefore this representation has been made before the chief medical officer Prayagraj.
