To be lazy is a crime, to be lazy and offer excuses is greater crime and the action without delay is the soul of efficiency.

Sir, the matter is related to the Chief Medical Officer of the district Mirzapur. Sir, is it necessary that when people start dying of dengue, anti-larvae solution should be sprayed by the department as a show off. Even when the number of mosquitoes increases a lot, there is no effect of spraying once or twice, so it is good if spraying is done on time. Sir, the applicant hopes that immediate action will be taken on the request of the applicant.

श्रीमान जी प्रकरण का संबंध मुख्य चिकित्सा अधिकारी जनपद मिर्जापुर से है। श्रीमान जी क्या यह जरूरी है कि जब लोग डेंगू से मरने लगे तो दिखावा के तौर पर एंटी लारवा सलूशन का छिड़काव किया जाए विभाग द्वारा। जब मच्छरों की संख्या बहुत बढ़ जाती है तब भी एक दो बार छिड़काव करने का कोई असर नहीं होता है इसलिए समय से छिड़काव हो जाए तो वही अच्छा है। श्रीमान जी प्रार्थी आशा करता है कि प्रार्थी के अनुरोध पर अविलंब कार्यवाही की जाएगी।

Sir, is it necessary that spraying of anti-larvae solution should be done only when the application is given by the applicant, it does not become his own responsibility. At this time the number of mosquitoes is increasing very fast, so spraying is very necessary, it should be taken seriously.

स्थिति की गंभीरता को समझ लिया जाए कई महीने से एंटी लारवा सलूशन का छिड़काव मोहल्ला सुरेकापुरम में नहीं हुआ है क्या यह लापरवाही नहीं है। श्रीमान जी क्या जरूरी है कि एंटी लारवा सलूशन का छिड़काव तभी किया जाए जब प्रार्थी द्वारा प्रार्थना पत्र दिया जाए स्वयं उनकी जिम्मेदारी नहीं बनती। इस समय मच्छरों की संख्या बहुत तेजी से बढ़ रही है इसलिए छिड़काव अत्यंत आवश्यक है इसको गंभीरता से लिया जाए।

It is true that the arrangement is made by the government, but I do not know why our bureaucrats who give the facilities are so stingy. The government gives the medicine, but instead of spraying the medicine, they think it is better to sell it, that is why they procrastinate in spraying it. We say that alertness is also something that cannot be ignored. It is true that we have been facing the wrath of God for many years, yet we do not want to be aware. This human society is facing different epidemics but everything is forgotten very soon.

यह सच है कि व्यवस्था सरकार करती है किंतु व्यवस्था को देने वाले हमारे नौकरशाह इतने कंजूस क्यों हैं मालूम नहीं। दवा तो सरकार देती है किंतु दवा को छिड़कने के बजाय बेचना श्रेयस्कर समझते हैं इसीलिए छिड़काव में टालमटोल करते हैं। हमारा कहना है कि सतर्कता भी कुछ चीज होती है उसको नजरअंदाज नहीं किया जा सकता है। यह सच है कि हम लोग कई वर्षों से ईश्वर का कहर झेल रहे हैं फिर भी हम सचेत नहीं होना चाहते हैं। भिन्न-भिन्न महामारी से यह मानव समाज सामना कर रहा है किंतु हर बात विस्मरण हो जाता है बहुत शीघ्र ही।

श्रीमान जी पिछले 4 महीने से सुरेखा पुरम कॉलोनी में एंटी लारवा सलूशन का छिड़काव नहीं किया गया इस बीच एक दिन आए थे उससे पहले नहीं आए थे यह सभी हस्ताक्षर एक बार आते हैं और करा लेते हैं उसमें हस्ताक्षर करने वाला तारीख थोड़ी डालता है उसी को भिन्न-भिन्न तरीके से कॉपी करके और अपने हिसाब से रिपोर्ट तैयार कर लेते हैं यह भी एक प्रकार का दांवपेच है इस ढंग की जालसाजी करने की क्या आवश्यकता क्यों है यह तो पूर्ण रूप से जालसाजी है जब छिड़काव नहीं करना है तो जालसाजी तो करेंगे ही हम कहते हैं कि महीने में कम से कम एक बार छिड़काव कर दें यही बहुत है जब यहां पर छिड़काव करने आते हैं तो कहते हैं मेरे पास स्टाफ नहीं है स्टाफ की व्यवस्था करें यही सब बकवास करते हैं तो छिड़काव क्या करेंगे फिर काम करने के लिए तो मनोयोग परिश्रम करने की प्रवृत्ति होती है कोई झूठे रिपोर्ट लगाना कहां तक उचित है झूठे झूठे रिपोर्ट लगाकर बता देते हैं कि हम छिड़काव कर रहे हैं यदि करते तो मच्छरों की तादाद इतनी बढ क्यों जाती और यह मैनिपुलेटेड रिपोर्ट क्यों लगाने पड़ते किसी को शिकायत लिखने की आवश्यकता क्यों पड़ती सुधार करें तो सबसे अच्छा है
