Penalty can be taken from the borrower if the fault is on the part of the borrower but here fault is on the part of the staff of the State Bank of India.

Honorable sir first you should take the perusal of the submitted grievance and it's subject matter and submissions made in the grievance.
In the reply of your subordinate, it was stated that no term loan was deposited timely.
Here this question arises that who deposits the loan. It is the duty of the staff of State Bank of India to deduct the loan amount from the account of the borrower and whatever delay is made by them borrower is not accountable for such delay.
Undoubtedly penalty can be taken from the borrower if the fault is on the part of the borrower but here fault is on the part of the staff of the State Bank of India.
It is most surprising that instead fixing the accountability of the staff of the State Bank of India you have made the mood to close the grievance without touching the core issue of the corruption in providing the public aid to the common people at the behest of Government of India.
Please adopt the logistic approach in redressing the grievances of the common people concerning the deep-rooted corruption of the public functionaries.

Dear Sir,

With reference to the above complaint, we have to advise that since EMIs of term loans are not deposited by the borrower timely due to which the Bank has to deduct it from his Cash Credit account. Also, any deposit in loan account is appropriated towards charges, interest and then principal amount as per Bank's guidelines. Borrower has to pay principal, interest and other charges in loan and cc accounts as per loan agreement SME1. 

Further, subsidy is adjusted after 3 years of successful running of the unit and advances accounts. All these actions are being taken as per Bank's instructions.
