Grievance Description
The matter concerns the working of the Jigana police, District-Mirzapur, Uttar Pradesh. The summary of the complaint is as follows. Please direct the concerned to ensure the peace and tranquillity by restraining Dileep Singh Son of Raghuvar Dayal from superseding the delivery of justice as adjudication is pending in the matter before the court of revenue.श्रीमान जी प्रश्न गत प्रकरण दिलीप सिंह पुत्र रघुवर दयाल सिंह द्वारा उस जमीन को तार से घेरवाने के संबंध में है जिसका विवाद माननीय राजस्व न्यायालय में है।
Sir, the concerned episode is related to the fencing of the land by Dilip Singh son of Raghuvar Dayal Singh whose dispute is in the Honorable Revenue Court.
श्रीमान जी पूर्व में जयधीर सिंह पुत्र रघुवर दयाल सिंह द्वारा हैंडपंप का निर्माण विवादित जमीन में कराया जा रहा था उसका आधार यह था कि पिता रघुवर दयाल सिंह द्वारा उनकी पत्नी को रीता सिंह के नाम एक बीघा 6 बिस्वा जमीन रजिस्ट्री कर दी गई है। किंतु जब प्रार्थी को मालूम हुआ तो प्रार्थी ने संबंधित राजस्व न्यायालय में आपत्ति दायर किया और रघुवर दयाल सिंह जिन तीनों संपत्तियों को बेचे हैं उन सभी संपत्तियों में प्रार्थी द्वारा संबंधित राजस्व न्यायालय में वाद दाखिल किया गया है जिसका संज्ञान पुलिस ले चुकी है जो संलग्नक के पेज 1 और 2 से स्पष्ट है।
Sir, in the past, a hand pump was being constructed by Jaydhir Singh's son Raghuvar Dayal Singh in the disputed land, the basis of which was that one bigha 6 biswa land has been registered by father Raghuvar Dayal Singh in the name of Rita Singh to his wife. But when the applicant came to know, the applicant filed an objection in the concerned Revenue Court and in all the three properties sold by Raghuvar Dayal Singh, three cases have been filed by the applicant in the concerned Revenue Court, cognizance of which has been taken by the police, which is attached It is clear from page 1 and 2.
श्रीमान जी यह सच है कि पुलिस के हस्तक्षेप के बाद जयधीर सिंह द्वारा हैंडपंप बोर की कार्यवाही बीच में ही रोक दी गई। किंतु यह भी सच है कि दिलीप सिंह पुत्र रघुवर दयाल सिंह द्वारा पत्थर और तार ला के जमीन को घेरने का प्लान बनाया जा रहा है जो कि किसी तरह से उचित नहीं है। श्रीमान जी यह जिगना पुलिस का नैतिक दायित्व बनता है कि दिलीप सिंह पुत्र रघुवर दयाल सिंह को चेतावनी दे कि वह माननीय राजस्व न्यायालय के निर्णय का इंतजार करें और किसी भी तरह से स्थित को ना बिगाड़े । श्रीमान जी निबंधन विलेख के आधार पर वह कब्जा नहीं कर सकते जब तक की म्यूटेशन की कार्यवाही खत्म नहीं हो जाती है । श्रीमान जी इस समय तहसीलदार सदर के न्यायालय में प्रार्थी का मुकदमा विचाराधीन है।
Sir, it is true that after the intervention of the police, the hand pump bore work was stopped midway by Jaydhir Singh. But it is also true that a plan is being made by Dilip Singh son of Raghuvar Dayal Singh to surround the land with stones and wire, which is not fair in any way. Sir, it is the moral duty of Jigna Police to warn Dilip Singh s/o Raghuvar Dayal Singh to wait for the decision of the Honorable Revenue Court and not to disturb the situation in any way. Sir, on the basis of registration deed, he cannot take possession until the mutation proceedings are over. Sir, at present the case of the applicant is pending in the court of Tehsildar Sadar.
