Communique to directorate because B.D.O. Baharia has no faith in rule of law. Already she has not entertained the R.T.I. Communiques submitted earlier. Why are you procrastinating in the matter and supporting the corruption of B.D.O. Baharia. Undoubtedly in the matter subsection 1 of section 7 of Right to Information Act 2005 has been violated by the concerned PIO.

Undoubtedly our motive is good governance but it seems that our accountable public functionaries are not interested in providing us good governance which is the root cause they are not interested to curb the corruption from the government machinery even when repeated requests are being made by the public-spirited persons.
More than two dozen representations have been submitted before the Block Development Officer Baharia district Prayagraj but, unfortunately, the concerned officer that is Block Development Officer Baharia district Prayagraj is not interested in providing information as well as in the wall painting of the developmental activities carried out in the village panchayat Saraijeet Ray urf Purebhava police station Mauaima, District Prayagraj. Sir where is the good governance if the inconsistent and arbitrary reports are being submitted on the public grievance portal of the Government of India and Jansunwai portal of the government of Uttar Pradesh.
Everyone knows that this circular has been passed by the government of Uttar Pradesh that whatever developmental activities will be carried out in any village panchayat that will be painted on the walls of the building of a primary school, middle school and panchayat Bhawan but it seems that Block Development Officer Baharia is no more interested in such things because he is more interested in siphoning in government fund which is the root cause he is running away from the wall paintings and making a various pretext.
Respected sir what kind of development is being carried out by the district administration Prayagraj when the wall painting is not being carried out by the concerned administrative officers which means that they are only e siphoning the public fund means to the poor people instead of carrying out the developmental works in the village panchayat which is quite obvious from the tyrannical approaches of the concerned public functionaries to the representations of public-spirited persons who wants that developmental works may be carried out in the village panchayat in a transparent and accountable way.

Prayagraj is running away from providing information. Whether it is not the reflection of rampant corruption in the system that issue of wall painting is concerned with the obligation of B.D.O. Baharia, Allahabad as well as D.P.R.O. Allahabad is being overlooked by them. Noncompliance with government order is itself reflected from the report of B.D.O. Baharia, Allahabad and D.P.R.O. Allahabad submitted on the Jansunwai portal of government of Uttar Pradesh. Whether the attached circular was not served to entire D.P.R.Os. and Block Development Officers in the state?

Where is the honesty in this largest democracy in the world if the grievances of the people is disposed of by attaching inconsistent arbitrary report and accountable public functionaries are remained mute spectators because they are acting in caucus with lower rank staff in the government machinery. Two and half years ago Block Development Officer Baharia district Prayagraj had Ashok the district magistrate that a team has been formed which will ensure the wall painting in the village panchayat Saraijeet Rai urf Pure Bhawa but still wall painting could not be done in that village panchayat which is mockery of the law of land but no action will be taken against the wrongdoer Block Development Officer because such statements and reports are submitted by taking the senior rank staffs in good faith in this anarchy.

Whether to provide oxygen to those at the verge of dying and facing agony because of low oxygen levels in the body is an offence in this largest democracy in the world.
A petition under Article 32 of the constitution of India to seek speedy action in the matter concerned with treatment of the Corona patients in the state of Uttar Pradesh and curb mismanagement prevailed in the government hospitals.

Prayer-Hon'ble Sir, please direct the Government of Uttar Pradesh not to take action against public spirited youth who provided oxygen gas cylinders to the Corona patients who were facing deep pain and intense agony because of low oxygen levels as infected with the Coronavirus. 
How can the youth be tried by the police concerned under the eradication of epidemic act merely on the ground that he provided oxygen cylinders to the patients who were reaching at the verge of dying because of the virus of Coronavirus pandemic? Undoubtedly degree needed to cure the patients but it is bitter truth that youth was not treating the patients but helping them to survive as undue delay was being made by the concerned staffs of the government hospital in admitting the patients and they were waiting for assent of concerned staffs. 
According to our chief minister Yogi Aditya Nath, if any Corona patient will be found in the premises of the hospital without treatment, then harsh steps will be taken against the accountable staffs of the hospital but here whatever is happening is contrary to his public statement. 
Most revered Sir–Your applicant invites the kind attention of Honorable Sir with due respect to the following submissions as follows.

1-I pray before the Honourable Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;

(i) to safeguard public property and to abjure violence;

(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.

3-It is submitted before the Hon’ble Sir that whether F.I.R. registered by the police against the youths providing help to Corona patients who were not admitted by the tyrant staffs of the government hospital on the flimsy ground? Who was supporting the Coronavirus?
Those providing oxygen cylinders to patients or those bargaining in the name of admitting the patients. 
  4-It is submitted before the Hon’ble Sir that  the matter concerns the district hospital Jaunpur, Uttar Pradesh, India which is published in today's news item of the Hindi daily Amar Ujala which is attached to this representation. Action must be taken against CMS Dr. Anil Sharma for not admitting the Corona patients and mismanagement because of dereliction of the duty of the concerned staffs of government hospitals. Hon'ble Sir may be pleased to take the perusal of the news report published in the leading Hindi daily attached to representation. 

5-It is submitted before the Hon’ble Sir that  whether you are facing the problems of two square meal undoubtedly not but we common people are facing. Your judge said that जान है तो जहाँ है इसलिए लॉक डाउन शख्ती से लागू किया जाय क्योकि उन्हें बिना काम किये ही हर महीने की तनख्वाह मिल रही है 

श्री मान जी क्या भूख से मौत नहीं होती है श्री मान जी जहा एयर कंडिशन्ड कमरे में रहने वाला और एयर कंडिशन्ड वाहनों में सफर करने वाला कोरोना से मर रहा है वही गरीब भूख से मर रहा है 

श्री मान जी पिछला वर्ष कोरोना के नाम पर चला गया और इस वर्ष भी वही नौटंकी श्री मान जी कहा जाए हम बेरोजगार हम लोग सीधे साधे  लोग है शवों की राजनीति नहीं करते है दिन भर मेंहनत करते है तो भी भर पेट भोजन नहीं नसीब होता  है 

श्री मान जी कोरोना की वैक्सीन लगने के बाद संख्या घटनी चाहिए और यह तेजी से बढ़ने लगी इससे अच्छा होता वैक्सीन का प्रयोग जांच परख कर करते

श्री मान जी अब आप इंसानो पर भी प्रयोग की इजाजत दे दिए है 

  खुदा भी आसमाँ से जब जमी पे देखता होगा |

5-Whether branch manager concerned has reasoned approach in inviting senior citizens at branch office  again and again on the flimsy ground during this Coronavirus pandemic when need of hour is to confine oneself to home quarantine.

It is fact that there is complete lawlessness and anarchy in this largest democracy in the world but it is obligatory duty that our accountable public functionaries in the government must make an effort to preserve and protect the democratic institutions in this country and those who are targeting the innocent and gullible citizens of this country through their corrupt practices must be subjected to penal proceeding under the law as we are no more safe in this democracy. Undoubtedly the government has failed to protect our properties, as banking institutions loot us through their mysterious and cryptic services which are being provided by them and most surprising is that government functionaries have been so corrupt that they are promoting this loot of the banking institutions. This is humble request of your applicant that an enquiry may be ordered into the matter so that wrongdoers may be subjected to the penal proceedings of the law of land and aggrieved applicant Ashutosh Kumar Yadav may get justice and his money may be refunded into his account. An application on behalf of Ashutosh Kumar Yadav S/O Khattan Prasad to seek refund of Rs.7700 as ATM transaction failed despite this money was deducted by the Bank of Baroda. Details of the aggrieved account holder as aforementioned is as follows. Account Name-Ashutosh Kumar Yadav, Name of the Bank-Bank of Baroda, Account number-10388100011168 Branch name-Mirzapur U.P. I.F.S.C. Code-BARBOJABMIR, Village-Chilh, Post-Chilh, District-Mirzapur, PIN Code-231312 Uttar Pradesh Mobile number-9696006866Prayer-Three transactions made by the account holder on ATM which remained failed but money was deducted from the account of account holder as aforementioned which are still not refunded into account of aggrieved account holder. Please direct the accountable staff of the Bank of Baroda to arrange the refund of the deducted amount during the failed transaction through the ATM. Herewith this representation attached PDF document has three pages which are as 1- Bank detail 2-Failed transactions details 3-Complaints made regarding the refund of amount deducted by the Bank of Baroda during the failed transactions. Summary of the case- As the three transactions failed, aggrieved aforementioned account holder made call to customer care and customer care assured the deducted amount to be refunded within 24 hours. Sir after 24 hours aggrieved account holder lodged three complaints regarding failed transactions and money deducted by the bank concerned with request to refund the money to account of the account holder. Date to dispose of the complaint was fixed by them up to 22 March 2021 but it is unfortunate that they did not refund the money to the account of the account holder.

Sir/Madam, We hereby inform that Customer has lodged 3 complaints. DBFN7217486492, DBFN7217486675, DBFN7217486746 - All the above cases were rejected on pre arbitartion level by the acquiring bank. We have sent 3 reminder mails to customers base branch and also tried to contact the customer and branch for arbitration process. In absence of any response, the TAT for raising arbitration is expired. Regards

It is fact that there is complete lawlessness and anarchy in this largest democracy in the world but it is obligatory duty that our accountable public functionaries in the government must make an effort to preserve and protect the democratic institutions in this country and those who are targeting the innocent and gullible citizens of this country through their corrupt practices must be subjected to penal proceeding under the law as we are no more safe in this democracy. Undoubtedly the government has failed to protect our properties, as banking institutions loot us through their mysterious and cryptic services which are being provided by them and most surprising is that government functionaries have been so corrupt that they are promoting this loot of the banking institutions.

This is humble request of your applicant that an enquiry may be ordered into the matter so that wrongdoers may be subjected to the penal proceedings of the law of land and aggrieved applicant Ashutosh Kumar Yadav may get justice and his money may be refunded into his account. It is a fact that ATM centres of the banks in this largest democracy in the world are no more safe for the customers of the bank but they have been the hub of looting the customers. Cheating of banking institutions in India. Sir according to the aggrieved Ashutosh Kumar Yadav concerned are thieves but in my opinion they are super thieves and they are seeking 590 rupees per transaction which are failed because of mismanagement of bank itself as fee for the arbitration which is completely illegal and unconstitutional as it was obligatory duty of the concerned banking institution to protect and shield the money which is deposited in the bank but they remained failed when they had failed in pursuing their own duties how can they charge the money from the aggrieved customer of the Bank who was facing monetary loss because of their negligence of duty? Here it must be decided whose fault caused the failure in the transactions? Here it is quite obvious that third grade services provided by the bank concerned must be examined and concerned Banking institutions must be subjected to the proper action by the government functionaries in accordance with the law of land. It is a fact that ATM centres of the banks in this largest democracy in the world are no more safe for the customers of the bank but they have been the hub of looting the customers.
