Prayer or Relief Sought It seems that public information officer Arvind Mohan did not understand the contents of the request submitted under subsection 1 of section 6 of the right to information act 2005 quite obvious from his inconsistent report.
Here appellant has sought four point information regarding email representation submitted by the appellant before the office His excellency and this representation forwarded by the office of His excellency to office of chief secretary and then Public Information Officer in the office of chief secretary Mr Suneet Kumar Dwivedi forwarded the request under R.T.I. Act 2005 to the office of chief minister as representation of the appellant had been forwarded to the office chief minister finally since it was closely connected to the working of the chief minister and his subordinates.
Most surprising thing is that Arvind Mohan instead of public information officer is also the supervisory officer of the Jansunwai portal of the government of Uttar Pradesh where various cunning tricks are adopted to block the public spirited individuals like appellant to submit representation against rampant corruption in the public offices and help the weaker and downtrodden section to their voices against repression by muscle men and public staff.
It is quite obvious that R.T.I. request reached to Web Information Manager Arvind Mohan of chief minister office who made Jansunwai portal a third grade website because of its corrupt dealings. It is quite obvious that Web Information Manager, Arvind Mohan, Deputy Secretary, Chief Minister Office, Lucknow, Uttar Pradesh did not understand the four point sought information consequently submitted bogus summary showing his incompetence for the post. Communication sent by the aforementioned officer attached as the first page but not contained any of the following information.
PIO in the office of chief secretary in the government of Uttar Pradesh may provide the following information point wise as sought.
1-Name and designation of the staff processing such emails in the office of chief secretary in the government of Uttar Pradesh.
2-Provide the mechanism to process the communication forwarded by the office of His excellency.
3-Provide the action taken report on the trail mail of the information seeker forwarded by the office of His excellency.
4-Since the matter concerns deep-rooted corruption, lawlessness and anarchy so before disposing of the grievance, the concerned mandate must invite arguments of information seeker before filing the matter arbitrarily consequently if any such facility is available, you should provide feedback.

ReplyDeleteमुख्यमंत्री कार्यालय की कार्यशैली अवैध है क्योंकि जन सूचना अधिकार 2005 के तहत वरिष्ठ अधिकारी जो कि जन सूचना अधिकारी से वरिष्ठ हो उसी को प्रथम अपीलीय अधिकारी नामित किया जा सकता है और यहां पर जो कुछ भी किया गया वह तो पूर्ण रूप से भ्रष्टाचार पूर्ण भी है क्योंकि जो व्यक्ति जन सूचना अधिकारी है वही अपीलीय अधिकारी भी है अरविंद मोहन उप सचिव मुख्यमंत्री कार्यालय जन सूचना अधिकारी के साथ-साथ प्रथम अपीलीय अधिकारी भी है अर्थात वे अपने खिलाफ अपील सुनेंगे अर्थात उनकी कार्यशैली कितनी अच्छी होगी तो आप अंदाजा लगा सकते
ReplyDeleteश्रीमान जी यदि पूर्व दी गई सूचना से सूचना आवेदक संतुष्ट होता तो वह अपील ही क्यों करता है सबसे बड़ी गड़बड़ी तो यह है कि अरविंद मोहन जन सूचना अधिकारी के साथ साथ प्रथम अपीलीय अधिकारी भी हैं इसलिए अपने विरुद्ध हुए हर अपील को बिना इंटरटेन किए ही खत्म कर देते हैं एक तरह से देखा जाए तो जन सूचना अधिकार 2005 पर वह एक कलंक है और मुख्यमंत्री कार्यालय का बहुत ही नकारात्मक रवैया है लोगों को सूचना प्रदान करने में
