The matter concerns lawlessness and anarchy of the Mirzapur police where there is no rule of law is a matter of great concern for local people in the district Mirzapur. Registration Number SPMZR/A/2022/60004 Date of Filing 28/05/2022Prayer or Relief Sought श्री मान जी प्रार्थी /अपीलार्थी द्वारा मांगी गई सूचना को इंकार करने का आधार यह है की आवेदक सुदर्शन मौर्या द्वारा जान सूचना अधिकार २००५ के तहत मांगी गई सूचना थाना स्थानीय स्तर से उपलब्ध कराना संभव नहीं है क्योकि मानवाधिकार आयोग लखनऊ के माध्यम से कोई भी आदेश अप्राप्त है श्री मान जी प्रार्थी /अपीलार्थी द्वारा चार विन्दुओं पर सूचना अपेक्षित है जो निम्न है और जिनका सम्बन्ध मानवाधिकार आयोग लखनऊ से नहीं है बल्कि चौकी इंचार्ज मंडी समिति और कोतवाल कटरा कोतवाली के कार्यक्षेत्र से सम्बंधित है विभाग में व्याप्त भ्र्ष्टाचार का लाभ उठाते हुए एक असंगत और मनमाना रिपोर्ट लगा कर जन सूचना आवेदन को बंद कर दिया जो आराजकता का द्योतक है विवरण के लिए संलग्नक देखे
Description of Information Sought The matter concerns misuse of section 107/116 by the Incharge inspector, Kotwali Katra, District-Mirzapur.Short submissions are as follows. 1-According to communication dated 15/03/2022 of quasi-judicial court of city magistrate based on report of inspector Kotwali Katra dated-11/01/2022 bearing approval of circle officer dated zero, aggrieved applicant Sudarshan Maurya summoned to furnish bond under section 107/116. Vide first page of attached document to representation.
Please provide the report of inspector Kotwali Katra dated-11/01/2022 submitted before the city Magistrate consequently city magistrate summoned information seeker to furnish bond.
कृपया निरीक्षक कोतवाली कटरा दिनांक-11/01/2022 की रिपोर्ट जो उन्होंने नगर मजिस्ट्रेट के समक्ष प्रस्तुत किया , फलस्वरूप नगर मजिस्ट्रेट ने सूचना चाहने वाले को बांड प्रस्तुत करने के लिए तलब किया उस आख्या की प्रति सूचना चाहने वाले प्रदान किया जाय
2 -According to communication dated 29/07/2021 of quasi-judicial court of city magistrate based on report of inspector Kotwali Katra dated-16/06/2021 bearing approval of circle officer dated zero, aggrieved applicant Sudarshan Maurya summoned to furnish bond under section 107/116. Sir, information seeker had furnished the bond for one year in the matter, then you should provide the reason for fabricating him again on 11/01/2022 under section 107/116 of the criminal penal code.
महोदय, सूचना चाहने वाले ने मामले में एक वर्ष के लिए बांड प्रस्तुत किया था, तो आप उसे आपराधिक दंड संहिता की धारा 107/116 के तहत 11/01/2022 को फिर से निरुद्ध करने का कारण प्रदान करें।
3-Please provide the Copy of approval of the circle officer regarding the report of inspector Kotwali Katra dated-11/01/2022 and report of inspector Kotwali Katra dated-16/06/2021.
निरीक्षक कोतवाली कटरा दिनांक-11/01/2022 की रिपोर्ट एवं निरीक्षक कोतवाली कटरा दिनांक-16/06/2021 की रिपोर्ट के संबंध में क्षेत्राधिकारी के अनुमोदन की प्रति उपलब्ध कराएं।
४-संबंधित मामले में, पुलिस ने यह सहारा लिया कि वे तकनीकी विशेषज्ञ नहीं हैं, इसलिए पुलिस द्वारा जांच संभव नहीं है जब तक कि कोई तकनीकी विशेषज्ञ अपनी रिपोर्ट प्रदान न करे। एक तकनीकी विशेषज्ञ द्वारा जांच के लिए चौकी प्रभारी बाली मौर्य ने मामले को कार्यपालक अधिकारी नगर पालिका मिर्जापुर शहर को अग्रेषित कर इंजीनियर नगर पालिका मिर्जापुर नगर द्वारा विस्तृत जांच की गयी एवं जांच रिपोर्ट दिनांक-31/08/2021 पत्र क्रमांक -194 को कार्यपालक/अधिशाषी अधिकारी, नगर पालिका मिर्जापुर नगर के समक्ष प्रस्तुत किया गया तथा कार्यपालक अधिकारी ने अपने हस्ताक्षर से चौकी प्रभारी बाली मौर्य को दिनांक 09/09/2021 को यह जांच रिपोर्ट प्रेषित किया।
कृपया कार्यपालक/अधिशाषी अधिकारी के जांच रिपोर्ट पर पुलिस द्वारा कृत कार्यवाही का विवरण उपलब्ध कराये

It is quite obvious that PIO and APIO denied sought information deliberately and running away from accountability. Applicant has been bored with the parrot reply of the circle officer city. Whether it is not reflection of insolence of the circle officer city who is submitting arbitrary and inconsistent report time and again. It reflectcts insensitivity of the police in the problems of the common people. Such conservative approach which are highly catalytic to corrupt elements only promot lawlessness and anarchy in the working of the police.
