An application under Article 51 A of the constitution of India to make inquiry on behalf of Avinash Pratap Singh S/O Mr Arun Pratap Singh resident of T III/1 Postal enclave colony, Pan bazar, Guwahati, Mobile numbers-8480942069, 9908786746

The matter concerns the hand bag stolen at Guwahati platform in Assam by unknown thieves in which two mobile phones, Rs.21000 and other essential documents were contained. The applicant lodged the first information report in the matter in the government railway police station at Guwahati platform which is quite obvious from the first page of the attached pdf document to the grievance.

Brief description of the matter is as follows.

1- It is quite obvious from the receipt of the staff of the government railway police station at Guwahati platform the complaint was received by the staff of the government railway police on 27th December 2023. Most respected sir may be pleased to take a glance at the first page of the attached document to the grievance.

2- It is to be informed that one of the stolen mobiles is Redmi Note 8 which IMEI number is 860494046653527 and the date of activation is 21st August 2020. Details and location of the mobile are attached as second and third page to the pdf document attached to the grievance.

3- It is to be informed that the other stolen mobile is Oppo Realme 1 CPH1859 which IMEI number is 869056030578068 and the date of activation is 1st November 2018. Details and location of the mobile are attached as fourth and fifth page to the pdf document attached to the grievance.

4- This is a humble request to the most respected sir please direct the in-charge of the government railway police at Guwahati Platform to provide the current status of the investigation to the applicant.

There is a need to take swift action in the matter to trace out the offenders so that such activities which are alarmingly rise in our society must be controlled till some extent.

On getting grievance complaint of Yogi M. P. Singh, the same has been forwarded to O/C Guwahati GRPS for necessary action and it is learnt that a Case vide Guwahati GRPS Case No. 273/2023 U/S 379 IPC was registered on the strength of complaint given by Avinash Pratap Singh Baghel of Panbazar, Guwahati. Finally case was disposed vide Guwahati GRPS FR No. 14/2023 dated 31/01/2024 after getting no clue of evidence (Attach disposal certificate of OC Guwahati GRPS). However, request has been made to CEIR Portal vide request ID No. ‘202403120506382069’ against Mobile No. 917099028456 (IMEI No 869056030578068) and request ID No ‘202403120515362069’ against Mobile No. 919425159275 (IMEI No. 860494046653527).

It is learnt that a Case vide Guwahati GRPS Case No. 273/2023 U/S 379 IPC was registered on the strength of complaint given by Avinash Pratap Singh Baghel of Panbazar, Guwahati. Finally case was disposed vide Guwahati GRPS FR No. 14/2023 dated 31/01/2024 after getting no clue of evidence. How can registered first information report may be considered disposed of on the ground that no clue was found about the offenders as well as of stolen articles of the aggrieved applicant without studying the pros and cons of the case? Whether it is not reflecting the lackadaisical approach of the concerned investigation officer into the matter of the theft which is rising alarmingly on the railway stations. It seems that concerned investigation officer was no more interested in searching culprits of case and tracing the valuable articles stolen by the culprits. It is not only reflecting dereliction to duty but also reflecting incompetence of concerned investigation officer who neglected matter.

  1. Think about the gravity of situation no investigation was made by the concerned investigation officer, but he preferred to put the application into the dustbin which is quite obvious from the report submitted on the public grievance portal by the government of Assam.

  2. पिछले 10 साल से ऐसा प्रतीत होता है जैसे हमारे देश में चोर और लुटेरों का शासन है चोर और लुटेरों पर कोई भी कार्यवाही नहीं होती है हद तो तब हो जाती है जब वह किसी भी शब्द आदमी के बैंक अकाउंट से पैसा निकाल लेते हैं और पुलिस कार्यवाही के नाम पर प्रथम सूचना रिपोर्ट तक दर्ज नहीं करती है

  3. It is quite obvious that police closed the case without searching the stolen articles and arresting the offenders showing lackadaisical approach of the Assam police. It seems that such offenders have protection of the police which is the root cause police is not taking any action in the matter.
