Grievance Description

The matter concerns the arbitrary extension of the time for the shortlisted candidates and not providing opportunities to the wait listed candidate is a matter of concern for the aspirant. Here this question arises whether the concerned accountable staff are only interested in providing the job to arbitrarily shortlisted candidates without following setup norms of transparency and accountability or also will provide opportunities to those candidates who are impatiently waiting for some droplets of compassion to come from the accountable staff which may fall in their bags?

Several questions are being raised by the aspirants in the waiting list who are pointing fingers at Lacunae in conducting the process of the appointment by the concerned agency.

The minimum cut of marks in preparing the list of shortlisted candidates was not made public. The shortlisted candidates appointed from economically weaker sections are actually rich people whose parents are in the government job either they retired from the service or working in the service of government.

According to Dr Pinky Jowel Mission Director- notification issued on 24th January 2024 as follows.

In this regard, it is to inform that issuance of the offer letter for aforesaid provisionally shortlisted candidates is under process at nominated agency level, Aforesaid candidates have to report at the allocated district with issued offer letter with all required supporting documents. A three member committee comprising of ACMO (RCH), district programme manager and District Account Manager of DPMU unit shall be formed for the verification of the documents of shortlisted candidates with original documents mentioned in the offer letter as per district health society rules on or before dated 20th February 2024 and execute service agreement as per district health society rules with respective shortlisted candidates and issue appointment cum posting letter.

It is to inform that aforesaid contractual staff cannot be transferred to any other district.

For the more details, view the first and second page of the attached pdf document to the grievance.

From the third page of the attached pdf document to the grievance which is the notification dated 26th February 2024 issued by National Health Mission Uttar Pradesh which categorically states that the last date of joining of the shortlisted candidates which was 20th February 2024 for the concerned appointment concerning three positions had been extended till 7th March 2024.

It seems that concerned accountable public staff are the Guardians of the shortlisted candidates and redressing their future problems whose possibility is occurring.

Whether the one month time given to shortlisted candidates for the verification of the documents was not sufficient and they were given more 17 days instead of providing those unemployed youth in the waiting list and really interested in the job.

According to an older notification such candidates who are in the waiting list have 6 months time so these poor people are not speaking anything because they are waiting for 6 months with expectations of a job as their position on the waiting list will remain intact.

Think about the gravity of situation the matter concerns the scandal in the appointment of government staff in the national health mission under the supervision of government of Uttar Pradesh. Whether it is not surprising office of the chief minister yogi Adityanath government of Uttar Pradesh Is running away from the matter on the flimsy ground that grievance may be at the level of department. There are two types of evidence of corruption. 1- Direct evidence, 2- Circumstantial evidence Undoubtedly the applicant has no direct evidence of corruption, but circumstantial evidence is proving the corruption in the appointment process quite obvious pam the large-scale irregularities in checking the documents and bogus documents submitted by the candidates. Repeated representations submitted from various quarters to check the irregularities but concerned government staff did not take any action in the matter. Where is transparency and accountability in working of the yogi government?
