महोदय प्रकरण का संबंध जनसुनवाई पोर्टल ऐप से है जो कि प्रार्थी द्वारा अपने मोबाइल पर डाउनलोड किया गया है। महोदय इस समय जो भी प्रार्थना पत्र जनसुनवाई ऐप के माध्यम से प्रार्थी द्वारा दिया जाता है उन सभी प्रार्थना पत्रों में दस्तावेज अपलोड करने के बावजूद दस्तावेज अपलोड नहीं होता है। श्रीमान जी जनसुनवाई पोर्टल की निगरानी तो खुद पर मुख्यमंत्री कार्यालय करता है इसके बावजूद इतनी बड़ी अराजकता क्यों है।
With due respect, the applicant invites the kind attention of the Honourable Sir to the following submissions as follows.
1-I pray before the Honourable Sir that 51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;
(i) to safeguard public property and to abjure violence;
(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.
2-It is submitted before the Honourable Sir that the applicant made the efforts to submit the RTI Application to the chief minister office Government of Uttar Pradesh as the Jansunwai portal of the government of Uttar Pradesh is dysfunctional for many days.
3-I pray before the Honourable Sir that the applicant wants to seek the following information but could not succeed because of the dilapidated state of the RTI portal of the government of Uttar Pradesh.

Sir, the episode is related to the Jansunwai portal app which has been downloaded by the applicant on his mobile. Sir, whatever application is given by the applicant through the Jansunwai app, despite uploading the documents in all those applications, the documents are not uploaded. Sir, the office of the chief minister itself monitors the Jansunwai portal, why is there so much chaos in spite of this.
Public information officer may provide the following information to the information seeker as follows.
1-Provide the mechanism to make complaints against the management in the jansunwai portal of the Government of Uttar Pradesh.
2-Provide the name and designation of the staff who update the jansunwai portal.
3-Provide the posting details of the staff of the jansunwai portal of the Government of Uttar Pradesh.
4-if the files are uploaded through the computer on the jansunwai portal then it is uploaded but if it is uploaded through the jansunwai portal app in the mobile then it is not uploaded, please provide the reason.
5-Please provide the role of the department of administrative reform in the improvement of the jansunwai portal of the Government of Uttar Pradesh.
6-Please provide the mechanism which may be followed to fix the accountability of the wrongdoer staff who is manipulating the functioning of the jansunwai portal app.
The matter concerns the wide public interest so the information sought by the applicant should be made available at the earliest.
Please provide the aforementioned sought information within time as prescribed under subsection one of section 7 of the right to information act 2005.
To ensure the transparency and accountability in any office it is most essential that existing laws should be abided by the office head of the department but it is not set up in current practice so public spirited people must come forward for the transparency and accountability in the public offices.

This is a humble request of your applicant to you, Hon’ble Sir, how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy.
