Grievance Description
An application under Article 51A of the constitution of India to make enquiry regarding the non-payment of emoluments of salary of the lab technicians working on the contract basis as daily wage staff of the Hazrat Yusuf imam hospital Mirzapur. This is a humble request of the applicant to the chief medical officer and the CMS of the divisional hospital Mirzapur to take action in the matter to provide the salary of the month of January 2022.

श्रीमान जी मुख्य चिकित्सा अधिकारी मिर्जापुर ने अपनी रिपोर्ट दिनांक 23 नवंबर 2022 द्वारा यह बताया कि समस्त लैब टेक्नीशियन कोविड-19 हेतु शासन / महा निदेशालय के निर्देश पर आउटसोर्सिंग प्रक्रिया के तहत संविदा पर संबंधित फर्म सिलिकॉन प्राइवेट लिमिटेड वाराणसी द्वारा उपलब्ध कराए गए हैं जिनके मानदेय का भुगतान प्रतिमाह तैनाती स्थान से उपस्थिति प्रमाण पत्र प्राप्त होने के उपरांत ही एजेंसी द्वारा बिल अधोहस्ताक्षरी कार्यालय में प्रस्तुत करने पर नियमानुसार भुगतान की कार्यवाही की जाती है उक्त कर्मियों का उपस्थित प्रमाण पत्र प्राप्त हुआ है जिनके मानदेय के भुगतान की कार्यवाही की जा रही है संबंधित फर्म को यथा शीघ्र प्रेषित बिल के अनुसार धनराशि उपलब्ध करा दी जाएगी मानदेय का भुगतान फर्म द्वारा उनके खाते में किया जाता है अतः प्रकरण निस्तारित किया जाता है किंतु अत्यंत दुर्भाग्य की बात है कि अभी तक प्रकरण का निस्तारण मुख्य चिकित्सा अधिकारी मिर्जापुर के स्तर से नहीं किया गया है वह बार-बार उपस्थिती पंजिका मंगा रहे हैं जिससे उनकी मंशा रहस्यमई दीख पड़ती है कोई उपस्थिती पंजिका कई बार पीड़ितों द्वारा दिया जा चुका है श्रीमान जी प्रार्थी द्वारा उपरोक्त शिकायत 2 नवंबर 2022 को किया गया और आज 12 दिसंबर 2022 है अर्थात 1 महीने से भी ज्यादा बीत गया है किंतु व्यथा के स्थित जस का तस है
Mr. Chief Medical Officer Mirzapur, in his report dated 23 November 2022, informed that all the Lab Technicians for Covid-19 have been provided by the concerned firm Silicon Pvt Ltd Varanasi on contract under the outsourcing process on the instructions of the Government / Directorate General, whose honorarium The payment of the honorarium is done every month only after receiving the attendance certificate from the place of posting by the agency on submission of the bill in the undersigned office, According to the rules, attendance certificate has been received for the workers, whose payment of honorarium is being processed. The amount will be made available to the firm as per the bill sent as soon as possible. The payment of honorarium is done by the firm in their account, so the case is settled, but it is very unfortunate that till now the case has not been settled from the level of Chief Medical Officer, Mirzapur. He is repeatedly asking for an attendance sheet , due to which his intention seems mysterious as aggrieved made available attendance sheet already six times. The above complaint was made by the applicant on 2 November 2022 and today is December 12, 2022, that means more than 1 month has passed but the state of agony remains the same.
श्रीमान जी सभी जानते हैं कि संविदा पर नियुक्त नेशनल हेल्थ मिशन के तहत सरकारी कर्मियों की तनख्वाह अगले महीने की 7 तारीख तक हो जाना चाहिए किंतु श्रीमान जी जो प्रकरण उठाया गया है वह तो जनवरी 2022 का है जो लगाए गए रिपोर्ट के अनुसार बहुत ही हास्यास्पद है कि इतने पहले की सैलरी आज तक प्राप्त नहीं हुई अर्थात विभाग में बहुत ज्यादा अनियमितता है या दूसरे शब्दों में यह कहा जा सकता है कि विभाग में अनियमितता और भ्रष्टाचार का ही शासन है और मुख्य बात तो यह है कि यह प्रकरण इतने दिनों से चल रहा है अब जाकर मुख्य चिकित्सा अधिकारी के कान में जु रेगा है श्रीमान जी इमानदारी ईश्वर की सर्वोत्तम कृति है किंतु जब से सेंटर में मोदी सरकार आई है और राज्य में योगी सरकार आई है तब से पता नहीं क्यों ईमानदारी को ज्यादा तवज्जो कार्यशैली में नहीं दिया जाता है बल्कि प्रिंट और इलेक्ट्रॉनिक मीडिया के समक्ष ढोल और नगाड़ा बजाया जाता है ईमानदारी का किंतु कार्यशैली में जीरो परसेंट भी इमानदारी नहीं दिखती है कहने के लिए तो भ्रष्टाचार को लेकर जीरो परसेंट सहिष्णुता की बात की जाती है किंतु

Factual position is that chief medical officer Mirzapur did not pay the salary of the aggrieved lab technicians as stated in its report provided by him in the following complaint made by the applicant on the prime minister office portal. Honourable sir may be pleased to take the perusal of the attached PDF documents to the complaint. Respected sir may consider about the miserable condition of the covid warriers as addressed by the Modi government to such staff whose family is on the verge of hunger because of non payment of maintenance provided as tiny amount by the government. Chief medical officer paid honorarium of Lab Technicians through bill dated- 06/01/2023 after one-year, numerous communications exchanged as claimed by the chief medical officer district Mirzapur.
