महोदय,
आप द्वारा जन सूचना अधिकार के तहत ऑन-लाइन सूचना (PUVNL/R/2023/60424) के माध्यम से 05 बिन्दुओं पर पूर्व में सूचना मांगी गयी थी। जिसके सम्बन्ध में इस कार्यालय के पत्र सं० 1140/वि०वि०ख०-द्वि० (मी०) / दिनांक 22.02.2024 के माध्यम से आपको अवगत कराया गया था कि आप द्वारा मांगी गयी सूचना अधोहस्ताक्षरी के कार्यालय से सम्बन्धित नहीं है। यह सूचना विद्युत चोरी निरोधक थाना-मीरजापुर से सम्बन्धित है। जहाँ तक आप द्वारा उक्त सूचना को विद्युत चोरी निरोधक थाना-मीरजापुर को स्थानान्तरित करने की बात शिकायती पत्र में की गई है, के सम्बन्ध में अवगत कराना है कि खण्डीय आर०टी०आई० पोर्टल पर शिकायत को स्थानान्तरित करने का कोई भी विकल्प मौजूद नहीं है। जिसके कारण उक्त सूचना को विद्युत चोरी निरोधक थाना-मीरजापुर को स्थानान्तरित नहीं किया जा सका।

The matter concerns the anarchy of the nodal Officer of the Purvanchal Vidyut vitran Nigam limited so it must be forwarded to the managing director of the Purvanchal Vidyut vitran Nigam limited.
Please forward the RTI application to the Public Information Officer of the department of vigilance of the Purvanchal Vidyut vitran Nigam limited.
It is an obligatory duty of the nodal Officer to forward the RTI application of the information seeker to the proper Public Information Officer but in the following case the blunder has been committed by the nodal Officer.
It is most unfortunate that following RTI application repeatedly forwarded to the executive Engineer electricity distribution division second and he provided the information that the matter concerns station house officer anti power theft police station district Mirzapur. After the appeal of the information seeker, excutive engineer denied the five point information as follows.

उपरोक्त विषयक अवगत हों कि आपके द्वारा जनसूचना अधिकार के तहत 5 बिन्दुओ की सूचना मांगी गयी है जो अधोहस्ताक्षरी के कार्यालय से सम्बंधित नही है आपके द्वारा मांगी गयी सूचना विद्युत चोरी निरोधक थाना मीरजापुर से सम्बंधित है।

जाँचोपरान्त शिकायतकर्ता के परिसर पर विद्युत चोरी से सम्बन्धित अनियमितता पायी गयी जिसके परिप्रेक्ष्य में पुलिस प्रवर्तन दल, मिर्जापुर द्वारा भारतीय विद्युत अधिनियम 2003 की धारा 135 के अंतर्गत एंटी पावर थेफ्ट थाने में विद्युत चोरी में प्राथमिकी दर्ज करायी गयी है पुलिस प्रवर्तन दल मिर्जापुर ने जो प्राथमिकी दर्ज कराई है जैसा कि अधिशासी अभियंता विद्युत वितरण खंड द्वितीय श्री राजेश कुमार द्वारा उपलब्ध कराया गया है निम्न सूचनाएं प्रार्थी को उपलब्ध कराएं।
1-पुलिस प्रवर्तन दल मिर्जापुर द्वारा जो प्रथम सूचना रिपोर्ट पंजीकृत कराई गई है उसकी प्रतिलिपि उपलब्ध कराएं
2-प्रार्थी को यह जानकारी उपलब्ध कराई जाए कि उपरोक्त मामले में पुलिस द्वारा क्या चार्ज शीट दाखिल किया जा चुका है तो वह किस तारीख को दाखिल किया गया चार्जशीट की प्रतिलिपि उपलब्ध कराएं।
3-उपरोक्त प्रकरण में जांच अधिकारी का पद और नाम तथा पोस्टिंग डिटेल उपलब्ध कराएं
4-पुलिस प्रवर्तन दल मिर्जापुर उपरोक्त प्रकरण में जो कार्यवाही हो रही है उसका करंट स्टेटस उपलब्ध कराएं
5-पुलिस प्रवर्तन दल मिर्जापुर विद्युत चोरी के मामले में पिछले वित्तीय वर्ष में कुल की गई कार्यवाही का विवरण उपलब्ध कराएं कितने मामलों में पुलिस प्रवर्तन दल द्वारा प्रथम सूचना रिपोर्ट दर्ज कराया गया उसका विवरण प्रार्थी को उपलब्ध कराएं

According to the executive engineer electricity distribution division second, he could not transfer the RTI application under subsection 3 of section 6 of The right to Information act because there is no option available on the RTI portal to forward the RTI application to the station house officer anti power theft police station district Mirzapur. Everyone knows that the office of the executive Engineer electricity distribution division second and office of station house officer anti power theft police station Mirzapur work in coordination with each other so there is no such problem if the RTI application had been forwarded to the station house officer of the anti power theft station Mirzapur. It is most surprising that the job to forward the RTI application to the concerned Public Information officer is vested with the nodal Officer who had to forward RTI application directly to the station house officer or C.O. vigilance Purvanchal Vidyut vitran Nigam Limited to provide information

Most respected sir it is quite obvious that executive engineer electricity distribution division second is adopting lackadaisical approach in the matter which is quite obvious from the procrastination on this issue. Everyone knows that justice delayed is justice denied so action must be taken swiftly in the matter.
