Subject- Public information officer
made the mockery of the provisions of right to information act 2005 by providing
misleading information to the appellant.
Short submissions of the appellant
are as follows.
1-The applicant sought from public
information officer, please provide the list of the regularised personnel range
wise in the division Gorakhpur under the above notification issued by the
government on 12th September 2016.
Has public information
officer provided any list to the appellant? The information provided by public
information officer, government order issued to regularise the staff and
report/information of public information officer is attached to this this appeal.
Where is the list? Public information officer did not provide the list because public
information officer knows that it will expose the corruption committed by Divisional
forest officer Gorakhpur in regularising the staff in accordance with the
government order.
2- Please provide a copy of the
communications exchanged with the government by the office of the Divisional
Forest Officer district Gorakhpur regarding the aforementioned notification
issued by the government on 12th September 2016.
Public information
officer did not provide any communication to the appellant. This implies that
notification is only a showpiece.
3- If not a single daily wage personnel were regularised under the aforementioned notification issued by the government, then providing the reason for it as right to reason is an indispensable part of the sound administrative system.
Public information officer did not provide any information under this point also because he did not touch the notification.
4- Please provide the precautionary
measure taken by the divisional forest officer Gorakhpur to maintain the
transparency and accountability in the process of regularisation of the daily
wage personnel under the aforementioned notification.
Think about the gravity
of the situation. If public information officer is not providing the list of
the candidates who were regularised on the basis of notification then how can he provide the transparency measures
taken by Divisional forest officer Gorakhpur?
5- Please provide the total number of
daily wage staff working under the Gorakhpur division of the Department of
forest.
Public information officer did not provide any information under this point also because of mismanagement and irregularities in the working of the Department of Forest in Gorakhpur Division.
Please direct the
divisional forest officer Gorakhpur to provide the information to the appellant
instead of misleading him through cryptic baseless facts being provided to
conceal the original information because of the fear that corruption will be
exposed in the public domain.
This is a humble request of your applicant to you Hon'ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray for you, Hon’ble Sir.
