श्रीमान जी शुक्रवार को अर्थात 13 जनवरी 2023 को पक्का पुल पुलिस चौकी से प्रार्थी के पास फोन आया प्रार्थी के मोबाइल नंबर पर और प्रार्थी से यह बताया गया कि प्रार्थी का प्रार्थना पत्र आया है वह आकर अपनी व्यथा बताएं। प्रार्थी बेसब्री के साथ श्रीमान जी की सेवा में हाजिर होता है चौकी इंचार्ज महोदय प्रार्थी को बैठा देते हैं काफी देर के पश्चात आते हैं तो कहते हैं कि आपका प्रकरण कल कटरा कोतवाली में हल होगा कल लेखपाल कटरा कोतवाली में आएंगे और वहां पर तहसील के अन्य कर्मचारी भी होंगे उसी समय आपका प्रकरण निस्तारित होगा। श्रीमान जी शनिवार को अर्थात 14 जनवरी 2023 को प्रार्थी सुबह ही कोतवाली कटरा पहुंच जाता है। वहां 10:00 बजे से प्रार्थी चौकी इंचार्ज महोदय का इंतजार करता है 2:30 बज जाता है किंतु चौकी इंचार्ज महोदय प्रकट नहीं होते हैं इसलिए प्रार्थी वहां से घर के लिए रवाना होता है। रास्ते में ही नटवा चौकी के चौकी इंचार्ज प्रार्थी को फोन करते हैं और चौकी पर उपस्थित होने के लिए अल्टीमेटम देते हैं। प्रार्थी तुरंत नटवा चौकी के लिए रवाना होता है वहां पहुंचने पर चौकी इंचार्ज महोदय प्रार्थी को नसीहत देते हैं की जनसुनवाई पोर्टल पर आवेदन क्यों किए हो आकर हमसे मिलना चाहिए था। प्रार्थी द्वारा बताया गया कि पिछले 2 साल से आपके पीछे ही दौड़ रहा हूं किंतु कोई हल नहीं निकला। प्रार्थी द्वारा अनुरोध किया गया कि चलकर कब्जा हटवाए तो उन्होंने आश्वासन दिया कि हम खुद चले जाएंगे वहां पर आप की आवश्यकता नहीं है और सारे कब्जा हटवा देंगे किंतु अभी तक कब्जा हटाया नहीं गया। श्रीमान जी अब आप बताएं कि प्रार्थी का जनसुनवाई पोर्टल पर आवेदन करना उचित है या नहीं पीएम पोर्टल पर आवेदन करना उचित है या नहीं पुलिस अधीक्षक महोदय से पूछे। श्रीमान जी प्रार्थी द्वारा पुलिस की सेवा में कोई कोर कसर नहीं छोड़ा गया है सभी औपचारिकता पूरी की गई है फिर भी कब्जा नहीं हट रहा है।
Sir, on Friday i.e. January 13, 2023, the applicant received a call from Pakka Pul police post on the mobile number of the applicant and the applicant was told that the application of the applicant has come, he should come and tell his grief. The applicant eagerly appears in the service, outpost/chowki incharge sir makes the applicant sit, comes after a long time, then says that your case will be solved tomorrow in Katra Kotwali, tomorrow Lekhpal will come to Katra Kotwali and there other Tehsil Employees will also be there and your case will be disposed of at the same time. Sir, on Saturday i.e. 14 January 2023, the applicant reaches Kotwali Katra in the morning itself. There the applicant waits for the outpost/ chowki incharge from 10:00 AM till 2:30 PM but the outpost/CHOWKI incharge does not appear so the applicant leaves for home from there. On the way, the outpost incharge of Natwa outpost/CHOWKI calls the applicant and gives an ultimatum to appear at the outpost/CHOWKI. The applicant immediately leaves for the Natwa Chowki. On reaching there, the outpost in-charge advises the applicant that why he had applied on the Jansunwai portal, he should have come and met us. It was told by the applicant that he has been running after you for the last 2 years but no solution has been found. Requested by the applicant to go and get the encroachment removed, he assured that he himself will go where you are not required and will get all the encroachments removed but till now the encroachment has not been removed. Sir, now you tell whether it is appropriate for the applicant to apply on the Jansunwai portal or not, ask the superintendent of police whether it is appropriate to apply on the PM portal. No core stone has been left unturned by the applicant in the service of the police, all the formalities have been completed, yet the grabbing is not being removed.

महोदय राजस्व संहिता 2006 की धारा 24 के तहत भूमि का सीमांकन किया जाता है और उस सीमांकन को लेखपाल द्वारा किया जा चुका है किंतु उस सीमांकन को विपक्षी स्वीकार करने के लिए तैयार नहीं है और यह सच है कि पुलिस और लेखपाल दोनों को विपक्षी गाली देकर भगा दिया उस दिन किंतु अपनी इमेज बनाने के लिए ए लोग इस बात का जिक्र करना नहीं चाहते यहां पर महत्वपूर्ण तथ्य है कि उस सीमांकन को विपक्षी मानने के लिए तैयार ही नहीं है जोकि लेखपाल राहुल जादौन की रिपोर्ट से स्पष्ट है इस समय कोई भी बात उप जिलाधिकारी सदर के यहां लंबित नहीं है धारा 24 के तहत जो सीमांकन किया गया है उसको विपक्ष मानने के लिए तैयार नहीं है इसलिए विपक्ष स्पष्ट तौर पर जबरदस्ती भूमि को कब्जा किए हुए हैं जोकि भारतीय दंड संहिता के अंतर्गत जघन्य अपराध है इसलिए सुसंगत धाराओं में संबंधित पुलिस को विपक्ष को निर्णय करना चाहिए किंतु पुलिस क्यों नहीं कर रही है यही विचारणीय है श्रीमान जी पहले तो पुलिस प्रार्थी को कह रहे थे कि मुकदमा करिए उप जिलाधिकारी सदर के हैं किंतु जब यह सिद्ध हो गया कि प्रार्थी का उस जमीन पर अधिकार सिद्ध है तो टालमटोल का दूसरा रास्ता खोजते हुए उप निरीक्षक महोदय द्वारा धारा 24 का सहारा लिया गया है जबकि धारा 24 में सीमांकन किया जाता है और वह सीमांकन लेखपाल द्वारा किया जा चुका है
