The matter concerns the working of the social welfare officer District -Mirzapur, Uttar Pradesh.
An application on behalf of Satyam Shukla son of Sachchidanand Shukla whose details are as follows. This application is submitted as an enquiry under Article 51A of the constitution of India.Last year you did not provide the scholarship by saying that the scholarship was not sanctioned due to the unavailability of the fund. This year you are taking the recourse of the non-declaration of the result by the concerned university. This is an excellent excuse to deprive students from scholarship.
Honourable sir the scholarship of a large number of students has been rejected by the district scholarship committee on the ground that the results are not yet declared. Which means a large number of students have been deprived of the right to assistance from the government. Right to aid from the government is the constitutional right of a student belonging to the poor section. Sir, the result is not declared is the fault of the concerned University not the fault of the student. If there is no fault of the student how can a student be deprived of its constitutional right? Whether depriving a large section of students of the scholarship arbitrarily by the district scholar committee can be justifiable? Here it is quite obvious that the government must take action against the university staff who are accountable for the delay in the declaration of the results of the students instead of depriving a large section of students of the scholarship. Finally I request you to provide the scholarship to Satyam Shukla son of Sachhidanand Shukla who belongs to the poor farmer family. Not paying scholarships to a large number of students on the ground that their exam result was not declared by the university, what justice do you see in this? Sir, if the examination result has not been declared by the university, then the culprit is the university staff and not the examinee students whom you do not want to pay scholarship reimbursement fee reimbursement fee in an arbitrary manner, Sir, the fee by you. Not giving reimbursement on the basis of the fact for which the staff of the guilty university is not justified in any way. Please correct your wrong step and pay the student their fee reimbursement so that there is no hindrance in their education. Request the university to declare the examination results and after that you pay the fee reimbursement, this is the demand of justice, this is the demand of the time.

श्रीमान जी जिला समाज कल्याण अधिकारी मिर्जापुर की रिपोर्ट दिनांक 22 मार्च 2023 कुछ इस प्रकार है क्योंकि दिनांक 27 जनवरी 2023 तक स्नातक तृतीय सेमेस्टर के छात्र-छात्राओं का द्वितीय सेमेस्टर का परीक्षा फल विश्वविद्यालय स्तर से घोषित नहीं हुआ है के क्रम में छात्र-छात्राओं का छात्रवृत्ति आवेदन पत्र शासनादेश अनुसार अस्वीकृत किया गया है शासन आदेशानुसार छात्र-छात्राओं को छात्रवृत्ति शुल्क प्रतिपूर्ति का भुगतान देय नहीं है सूचनार्थ प्रेषित है महोदय यहां पर स्पष्ट है कि जो शिथिलता है वह विश्वविद्यालय के स्तर से है ऐसे में विश्वविद्यालय के कर्मचारियों की गलती की सजा छात्रों को कैसे मिल रही है इसके पीछे यह भी कूटनीति हो सकती है कि विश्वविद्यालय से मना कर दिया गया हो कि छात्रों का परिणाम घोषित न किया जाए जिससे कि शासन उनको छात्रवृत्ति देने से बच जाए और उस धन का अपने मनमाने ढंग से व्यक्तिगत कार्यों में भ्रष्टाचार को पुष्पित और पल्लवित किया जाए ऐसी कार्यशैली पर प्रतिबंध लगना चाहिए अंकुश लगना चाहिए और सिस्टम में सुधार होना चाहिए जो दोषी नहीं है उनको सजा क्यों इस पर मंथन किया जाना चाहिए
