REQUEST TRANSFERRED TO OTHER PUBLIC AUTHORITY as on 12/12/2022 Details of Public Authority :- PURVANCHAL VIDYUT VITRAN NIGAM LIMITED. vide registration number :- PUVNL/R/2022/80178 respectively. Why UPPCL did not entertain its working as said by Executive Engineer EDD II in its report as the first page of the attached document to the complaint.
Sir, it is the job of the Lekhpal concerned to provide the report to the government regarding the payment of damages to the crops whether it may be calamity of nature or any other which requires the intervention of the government, but A. K. Singh crossed every boundary to achieve its ulterior design.
श्रीमान जी अधिशासी अभियंता विद्युत वितरण खंड द्वितीय एके सिंह प्रकरण को गोल मटोल जवाब देकर जटिल बना रहे हैं प्रार्थी का सिर्फ यह कहना है कि तहसीलदार सदर अपनी आख्या प्रस्तुत कर चुके हैं किंतु अधिशासी अभियंता विद्युत वितरण खंड द्वितीय उसमें कमियां निकाल कर पीड़ित को क्षतिपूर्ति देने से भाग रहे हैं जो कि अवैध है अन्याय पूर्ण है असंवैधानिक है और प्रश्न गत प्रकरण में उस रिपोर्ट में जिन कमियों को दूर करने की बात कही गई है वह वही व्यक्ति दूर कर सकता है जिसने उस रिपोर्ट उस आख्या को प्रस्तुत किया है यहां पर अधिशासी अभियंता की कार्यशैली भ्रष्टाचार पूर्ण है और असंवैधानिक है जो कुछ भी वह कह रहे हैं वह नियमानुसार नहीं है रही जहां बात वह कह रहे हैं कि रिपोर्ट तैयार कराने की तो रिपोर्ट तो पहले से ही तैयार है सिर्फ उसकी कमियों को दूर करना है और कमियां दयानंद सिंह पुत्र सोभनाथ सिंह नहीं करेंगे उन कमियों को दूर करेंगे तहसीलदार सदर और उप जिलाधिकारी सदर ना की दयानंद सिंह श्रीमान जी यदि तहसील सदर अपनी आंख्या प्रस्तुत किया है तो उसमें जो कमियां हैं उसको तहसील सदर ही तो दूर करेगा किंतु यह साधारण सी बात विद्युत वितरण खंड के अभियंता एके सिंह को समझ में नहीं आ रही है सच तो यह है कि इनके अंदर हिम्मत नहीं है कि यह सही ढंग से बात कर सके क्योंकि गलत आदमी हमेशा सही बात से भागता है सोचिए 50000 रुपए की फसल जलकर राख हो गई उत्तर प्रदेश पावर कारपोरेशन लिमिटेड जिस की कमी की वजह से वह फसल जली है आधारहीन तथ्यो को पैदा करके क्षतिपूर्ति देने से भाग रहा है क्या इसी को सुशासन कहा जाता है जहां लोगों के अधिकारों का सिर्फ हनन होता है यहां पर कौन सा मानव अधिकार सुरक्षित है सिर्फ भ्रष्टाचार के अलावा और कुछ भी नहीं दिखाई पड़ रहा है आज जिस रिपोर्ट की जल्दबाजी है वह रिपोर्ट तो अधिशासी अभियंता के कार्यालय में 1 वर्ष से ज्यादा लंबित पड़ा था वह तो जब प्रार्थी दयानंद सिंह जा के अनुनय विनय किया तब जाकर यह कमी निकाल के लोग सामने आए हैं यह सत्य है कि क्षतिपूर्ति देने से ये लोग भाग रहे हैं नहीं तो छत पूर्ति का आकलन तहसील सदर द्वारा किया जा चुका है

Sir, Executive Engineer Power Distribution Division II AK Singh is complicating the case by giving a roundabout answer. The applicant only says that the Tehsildar Sadar has presented his report but the Executive Engineer Electricity Distribution Division II has found loopholes in it and is yet to compensate the victim. They are running away from providing the compensation to the victim, which is illegal, unjust, unconstitutional as far as the removal of objections are concerned, the objections which have been said to be removed in that report can be removed only by the person who has presented that report. The working style of the engineer is full of corruption and unconstitutional. Whatever he is saying is not according to the rules, He is saying for the new report, but the report has already been prepared, only its shortcomings have to be removed and Daya son of Sobhnath Singh will not remove those shortcomings, Tehsildar Sadar and sab divisional Magistrate Sadar may remove the errors. Sir, if Tehsil Sadar has presented his report then only Tehsil Sadar will remove the shortcomings in it, but this simple thing is beyond the understanding of AK Singh, engineer of power distribution division second. A. K. Singh is not able to understand the simple fact that the report belongs to Tehsil Sadar so IT will be rectified by the Tehsil Sadar. Circular letter number-2828 dated -25 September 2021 office memo श्रीमान जी उत्तर प्रदेश पावर कारपोरेशन लिमिटेड का उपरोक्त मेमो की तिथि 25 सितंबर 2021 है जबकि फसल जलने की तिथि 18 अप्रैल 2021 है और लेखपाल द्वारा प्रस्तुत रिपोर्ट दिनांक 15 जून 2021 है जिसको कानूनगो द्वारा अग्रसारित किया गया है 19 जून 2021 को अर्थात श्रीमान जी जिस सर्कुलर की बात की जा रही है वह बाद की तिथि का है श्रीमान जी क्या उपरोक्त मेमो को आधार बनाकर अधिशासी अभियंता विद्युत वितरण खंड द्वितीय श्रीमान एके सिंह द्वारा प्रार्थी दयानंद सिंह का क्षतिपूर्ति रोकना, मनमाना अवैध असंवैधानिक और तानाशाही प्रवृत्ति को नहीं दर्शाता क्या भ्रष्टाचार का कोई दूसरा उदाहरण होगा इनको जब हम भ्रष्टाचारी कहते हैं तो ए छन छना पङते हैं किंतु सच्चाई तो यह है कि यह किसी भी बात पर सही ढंग से जा ही नहीं रहे इनकी हर कार्यशैली भ्रष्टाचार से परिपूर्ण है इनको यह स्पष्ट करना चाहिए कि सितंबर और अप्रैल महीने के बीच कई महीने आते हैं और यदि यह क्षतिपूर्ति दे दी गई होती तो इस परिपत्र का आधार ही ना बनता है जिस परिपत्र के आधार पर क्षतिपूर्ति रोक रहे हैं
