श्री मान जी आप द्वारा भेजे गए प्रार्थी के शिकायत को अधिशाषी अभियंता विद्युत् वितरण खंड द्वितीय अपने रिपोर्ट में यह कहा है की प्रकरण का सम्बन्ध थाना अध्यक्ष कोतवाली विंध्याचल से है अर्थात आपने ने गलत स्थान पर प्रकरण को अग्रसारित किया है श्री मान जी प्रार्थी को छति पूर्ति चाहिए जो उसका बैध अधिकार है श्रीमान जी प्रस्तुत प्रकरण में आप द्वारा तहसील सदर के द्वारा प्रस्तुत रिपोर्ट पर कार्यवाही अपेक्षित है यदि रिपोर्ट में कोई त्रुटि है तो उस त्रुटि का निराकरण खुद तहसील सदर के जिम्मेदार अधिकारियों और कर्मचारियों द्वारा ही किया जा सकता है ऐसे में आप द्वारा बार-बार पीड़ित दयानंद सिंह पुत्र सोभनाथ सिंह को संबोधित करना कि आप त्रुटि दूर करें किस तरह से न्याय उचित है? The compensation is pending before the local office of the Uttar Pradesh Power Corporation Limited by taking the recourse of three points.1-Engineer EDD II Mirzapur seeking copy of the F.I.R. registered in the matter.2-Recommendation made by Tehsil Sadar did not contain the initial of the Tehsil Sadar.3-Copy of the Bank passbook of the victim of electrical accident Dayanand Singh son of Late Shobh Nath Singh, Village-Nibi Gaharwar, Post-Nibi Gaharwar, Tehsil-Sadar, District-Mirzapur, PIN Code-231303. Sir, in the case presented by you, action is required on the report submitted by Tehsil Sadar, if there is any error in the report, then that error can be resolved by the responsible officers and employees of Tehsil Sadar itself. Addressing Dayanand Singh S/o Somnath Singh that you remove error, how can it be justified? Sir, there is no role of Dayanand Singh son of Shobhnath Singh here, whatever role is there, it belongs to Lekhpal Kanungo and Tehsildar of Tehsil Sadar and the report is also by him only, therefore the principle of natural justice says that the Executive Engineer Electricity Distribution Section II Get the errors resolved by contacting Tehsil Sadar and pay the compensation to the applicant as soon as possible. श्रीमान जी प्रार्थी द्वारा दिनांक 17 नवंबर 2022 को प्रभारी निरीक्षक विंध्याचल कोतवाली जनपद मिर्जापुर को प्रार्थना पत्र प्रथम सूचना रिपोर्ट दर्ज करने वास्ते दिया गया है जिसकी प्रति संलग्न पीडीएफ दस्तावेज का प्रथम पेज है और संलग्न पीडीएफ दस्तावेज का द्वितीय प्रति अधिशासी अभियंता विद्युत वितरण खंड द्वितीय जनपद मिर्जापुर कि वह रिपोर्ट है जिसके अनुसार उन्होंने यह निर्देश दिया कि प्रार्थी के द्वारा मामले में प्रथम सूचना रिपोर्ट की की प्रति लगाई नही गई है उपरोक्त क्रम में प्रार्थी द्वारा थाना अध्यक्ष विंध्याचल कोतवाली से प्रथम सूचना रिपोर्ट दर्ज करने का प्रार्थना पत्र दिया गया किंतु थाना अध्यक्ष महोदय ने यह कहकर रिपोर्ट दर्ज करने से इंकार कर दिया कि प्रार्थी का गेहूं 2020 में जला है और प्रार्थी ने प्रार्थना पत्र में 2021 दर्शाया है श्रीमान जी अधिशासी अभियंता महोदय और हल्का लेखपाल की रिपोर्ट से यह स्पष्ट है कि प्रार्थी का गेहूं दिनांक 18 अप्रैल 2021 को जला है और प्रार्थी द्वारा प्रार्थना पत्र दिनांक 15 जून 2021 को दिया गया
श्रीमान जी यह स्पष्ट है कि थाना प्रभारी कोतवाली विंध्याचल मामले में प्रथम सूचना रिपोर्ट दर्ज करने में टालमटोल कर रहे हैं और प्रार्थी द्वारा आर्थिक क्षति जो विद्युत विभाग के शॉर्ट सर्किट होने से हुई है उसमें क्षतिपूर्ति होने में रुकावट पैदा कर रहे हैं जिससे उन्हें कोई लाभ नहीं है
श्रीमान जी थाना प्रभारी को यह निर्देश दिया जाए कि वह प्रार्थी का प्रथम सूचना रिपोर्ट दर्ज कर लें

Sir, now this episode is not limited only to Dayanand Singh son of Shri Sobhnath Singh. Now this case is related to all those farmers whose crops were burnt during the time of Covid-19 due to electrical accident. Because the office memo we are talking about has been issued on 25 September 2021. And this memo has been issued only so that the Uttar Pradesh Power Corporation Limited may not give any damages to the farmers whose crops were burnt due to short circuit during the Covid-19. Executive Engineer Power Distribution Division II is the responsible officer of Uttar Pradesh Power Corporation Limited. So please clarify how the office memo was retrospected. Sir, who gave the permission for the retrospective effect, the retrospection was done by the Executive Engineer Power Distribution Section II himself. 2828 dated -25 September 2021 office memo of Uttar Pradesh Power corporation limited is attached as page 2 of the attached PDF document. There is rampant corruption in working of PCL
