विषय- Sir, Executive Engineer Power Distribution Division II AK Singh is complicating the case by giving a roundabout answer. The applicant only says that the Tehsildar Sadar has presented his report, but the Executive Engineer Electricity Distribution Division II has found loopholes in it and is yet to compensate the victim. They are running away from providing the compensation to the victim, which is illegal, unjust, unconstitutional as far as the removal of objections are concerned, the objections which have been said to be removed in that report can be removed only by the person who has presented that report. The working style of the engineer is full of corruption and unconstitutional. Whatever he is saying is not according to the rules, He is saying for the new report but the report has already been prepared, only its shortcomings have to be removed and Dayanand Singh son of Sobhnath Singh will not remove those shortcomings, Tehsildar Sadar and sab divisional Magistrate Sadar may remove the errors. Sir, if Tehsil Sadar has presented his report then only Tehsil Sadar will remove the shortcomings in it, but this simple thing is beyond the understanding of AK Singh, engineer of power distribution division second. A. K. Singh is not able to understand the simple fact that report belongs tu tahsil Sadar so IT will be rectified by the tahsil Sadar. Truth is that he does not have the courage to talk properly because the wrong person always runs away from the right thing., Think that the crop worth of Rs 50000 was burnt to ashes. Uttar Pradesh Power Corporation Limited, due to whose lacunae crop has been burnt, is running away from giving compensation by creating baseless facts, is this called good governance, where rights of the people are only violated, which human rights are protected here? Nothing is visible except corruption. Today, the report which is in a hurry apparently shown by executive Engineer distribution division second, was pending in his office for more than 1 and half years. When the request was made by the applicant, Dayanand Singh then this deficiency was deliberately created by them. It is true that these people are running away from paying compensation, otherwise the assessment of damages has been done by Tehsil Sadar quite obvious from the attached document to the grievance. श्रीमान जी अधिशासी अभियंता विद्युत वितरण खंड द्वितीय एके सिंह प्रकरण को गोल मटोल जवाब देकर जटिल बना रहे हैं प्रार्थी का सिर्फ यह कहना है कि तहसीलदार सदर अपनी आख्या प्रस्तुत कर चुके हैं किंतु अधिशासी अभियंता विद्युत वितरण खंड द्वितीय उसमें कमियां निकाल कर पीड़ित को क्षतिपूर्ति देने से भाग रहे हैं जो कि अवैध है अन्याय पूर्ण है असंवैधानिक है और प्रश्न गत प्रकरण में उस रिपोर्ट में जिन कमियों को दूर करने की बात कही गई है वह वही व्यक्ति दूर कर सकता है जिसने उस रिपोर्ट उस आख्या को प्रस्तुत किया है यहां पर अधिशासी अभियंता की कार्यशैली भ्रष्टाचार पूर्ण है और असंवैधानिक है जो कुछ भी वह कह रहे हैं वह नियमानुसार नहीं है रही जहां बात वह कह रहे हैं कि रिपोर्ट तैयार कराने की तो रिपोर्ट तो पहले से ही तैयार है सिर्फ उसकी कमियों को दूर करना है और कमियां दयानंद सिंह पुत्र सोभनाथ सिंह नहीं करेंगे उन कमियों को दूर करेंगे तहसीलदार सदर और उप जिलाधिकारी सदर ना की दयानंद सिंह श्रीमान जी यदि तहसील सदर अपनी आंख्या प्रस्तुत किया है तो उसमें जो कमियां हैं उसको तहसील सदर ही तो दूर करेगा किंतु यह साधारण सी बात विद्युत वितरण खंड के अभियंता एके सिंह को समझ में नहीं आ रही है सच तो यह है

विषय-श्रीमान जी प्रस्तुत प्रकरण में आप द्वारा तहसील सदर के द्वारा प्रस्तुत रिपोर्ट पर कार्यवाही अपेक्षित है यदि रिपोर्ट में कोई त्रुटि है तो उस त्रुटि का निराकरण खुद तहसील सदर के जिम्मेदार अधिकारियों और कर्मचारियों द्वारा ही किया जा सकता है ऐसे में आप द्वारा बार-बार पीड़ित दयानंद सिंह पुत्र सोभनाथ सिंह को संबोधित करना कि आप त्रुटि दूर करें किस तरह से न्याय उचित है? श्रीमान जी यहां पर दयानंद सिंह पुत्र शोभनाथ सिंह का कोई रोल ही नहीं है जो कोई रोल है वह तहसील सदर के लेखपाल कानूनगो और तहसीलदार का है और रिपोर्ट भी उन्हीं की है इसलिए प्राकृतिक न्याय का सिद्धांत यह कहता है कि अधिशासी अभियंता विद्युत वितरण खंड द्वितीय तहसील सदर से संपर्क कर त्रुटियों का निराकरण कराएं और प्रार्थी के क्षतिपूर्ति का भुगतान शीघ्र अति शीघ्र करें An application under Article 51A of the constitution of India on behalf of Dayanand Singh son of Sobhnath Singh village Nibi Gaharwar post Nibi Gaharwar district Mirzapur.
