श्रीमान अधिशासी अभियंता महोदय विद्युत वितरण खंड द्वितीय श्रीमान एके सिंह जी अब प्रार्थी आपसे 40 मीटर खुले तारों को हटाने के लिए नहीं कह रहा है बल्कि यह आप से पूछना चाहता है कि जब पूरे मोहल्ले का खुले तार हटा दिए गए और सिर्फ मुहल्ला ही नहीं बल्कि पूरे मिर्जापुर में खुले तारों को हटाया गया तो आप यह बताएं कि विभाग द्वारा श्री लक्ष्मी नारायण बैकुंठ महादेव मंदिर के सामने का खुला तार क्यों नहीं हटाया क्यों उन खुले तारों को केबल से प्रतिस्थापित नहीं किया गया
श्रीमान जी उपरोक्त बातें आपसे प्रार्थी भारतीय संविधान के अनुच्छेद 51 अ के तहत पूछना चाहता है जिसके अनुसार इस देश के सभी नागरिकों का यह कर्तव्य बनता है कि यदि किसी भी सरकारी विभाग में अराजकता बढ़ रही हो तो उसको उसे रोकने का प्रयास करना चाहिए और प्रार्थी उसी अराजकता को जो कि इस समय आप के कार्यालय में बढ़ी हुई है उसी क्रम में पूछताछ कर रहा है
श्रीमान जी किसी भी शिकायत को निस्तारित करने का आधारभूत सिद्धांत यह है कि शिकायत का विषय वस्तु क्या है और उस विषय वस्तु के अनुसार कार्यवाही करने वाला व्यक्ति शिकायत का निस्तारण करता है किंतु यहां तो कोई विषय वस्तु को पढ़ता ही नहीं है यह सच है कि मामला भ्रष्टाचार से संबंधित है और भ्रष्टाचार इस उत्तर प्रदेश सरकार में योगीराज में खूब फल फूल रहा है ऐसे में ईमानदारी की अपेक्षा करना रेगिस्तान में जल खोजने जैसा है सोचिए कम से कम डेढ़ दर्जन शिकायतें की गई शुरू में शिकायतों का निस्तारण इस आधार पर किया गया कि जब रिवैंप योजना शुरू होगी तब केबल लगा दी जाएगी और अब तो यह कह रहे हैं कि केबल लग ही नहीं सकता सोचिए इससे बड़ी अराजकता क्या होगी अधिशासी अधिकारी महोदय को यह सोचना चाहिए कि जब पूरे मोहल्ले में खुले तारों को हटा दिया गया तो 40 मीटर खुला तार क्यों छोड़ दिया गया उसके पीछे क्या वजह थी उन्हें कोई समुचित उत्तर तलाशना चाहिए था किंतु यहां उत्तर कौन तलासता है यहां तो मलाई तलाशते हैं लोग मलाई काटने वाले कभी ईमानदारी की बात थोड़ी सोचते हैं ईमानदार होना इतना आसान नहीं हां ईमानदारी की एक्टिंग हो सकती
Here the question raised does concern to remove open wire but concerns with deep-rooted corruption, arbitrariness and tyranny in the working of the public authority Uttar Pradesh Power Corporation Limited. Since the last year, in various communications, subordinates of executive engineer EDD II informed the applicant that as soon as revamp will commence, the open wire will be removed but right now newly posted executive engineer denied removing the 40 metres open wire which is not only illegal but against the setup standards of dealings prescribed to public staff. The demand of the applicant is to carry out an enquiry into the matter of why the 10 metres wires were left open by the concerned staff. Undoubtedly, there was a plan to replace the entire open Aluminium wires with the cables but they left 40 metres because of their corrupt dealings. Whether it does not reflect the deep-rooted corruption in the working of Executive Engineer EDD II ipso facto? Whether such deep-rooted corruption in government can be addressed as good governance as a number of occasions done by Yogi Adityanath and Prime Minister Narendra Damodar Modi.
It is quite obvious that Executive Engineer EDD II, Superintending Engineer and Chief Engineer of division Mirzapur repeatedly overlook the directions of the managing director, Purvanchal Vidyut Vitaran Nigam Limited Varanasi which is ridiculous and quite obvious from the attached documents to the grievance. Neither they are providing information nor redressing the grievances is the matter of main concern.
