* Prayer or Relief Sought Registration Number UPICM/R/2021/60157 Date of Filing 13/08/2021 Name Yogi M P Singh Short submissions are as follows.1-Public authority Uttar Pradesh Information Commission received the aforementioned RTI request on 13 Aug 2021 and today is 24 Sept 2021 which means one month 12 days passed but the information was not made by the concerned public information officer of the public authority Uttar Pradesh Information Commission within stipulated time 30 days as prescribed under subsection 1 of section 7 of the Right to Information Act 2005 consequently PIO violated the subsection 1 of section 7 of the Right to Information Act 2005 which invites action under disciplinary proceeding awarded to the undisciplined staff of the government. In the aforementioned RTI Application, the appellant sought five-point information concerning the recovery of pecuniary penalties imposed on the wrongdoer public information officers but it is most unfortunate that his working style is cryptic and mysterious in the matter. From the circumstantial evidence, it is quite obvious that the public information officer itself shields the corrupt activities by concealing the information from the aggrieved people in a cryptic and mysterious way. Think about the gravity of the situation multiple years passed since the date order of recovery was issued by the information commission, the government of Uttar Pradesh ipso facto obvious from the attached document to the appeal but no recovery was made by the concerned and information commission, government of Uttar Pradesh itself not serious about the recovery is not only surprising but reflects anarchy in the working of the information commission, government of Uttar Pradesh itself. Whether any PIO will provide information to the information seekers if there is fear of penal action imposed under section 20 of the Right to Information Act 2005 by the information commission, government of Uttar Pradesh.

* Prayer or Relief Sought Registration Number UPICM/R/2021/80008 Name Yogi M P Singh Date of Filing 26/08/2021 Status REQUEST DISPOSED OF as on 02/09/2021 Reply :- आप द्वारा प्रश्नगत आवेदक के माध्यम से आयोग की कार्यप्रणाली के सम्बन्ध में कतिपय आपत्ति व्यक्त की गयी है, जिसपर उच्चादेश हेतु आपका आवेदन निबन्धक, उ0प्र0 सूचना आयोग को अग्रसारित कर दिया गया है। Public information officer in the office of the chief minister, government of Uttar Pradesh may provide the following information as sought. 1-According to the chauki in charge, Mandi Samiti, the matter concerns the mismanagement and corruption of the Uttar Pradesh State Information Commission, so it is expedient to carry out an enquiry by the senior rank officer of the commission. Provide the detail of the officer nominated to carry out an enquiry in regard to alleged irregularities being committed in the state information commission in the government of Uttar Pradesh. 2-Provide the reason as required under subsection 1 d of section 4 of the Right to Information Act 2005 to close the aforementioned grievance arbitrarily without reaching on any conclusion, even when the matter concerns deep-rooted irregularities. 3-Provide the name and designation of the staff under whose direction the aforementioned grievance was closed arbitrarily, evidently jansunwai portal is monitored by the chief minister's office of the government of Uttar Pradesh. 4- Please provide detail if any enquiry to check irregularities in the Uttar Pradesh State Information Commission is under progress. The Appellant is aggrieved with the corruption in the registry of the Uttar Pradesh Information Commission so submitted representation before the Government of Uttar Pradesh and information sought as aforementioned. On 14-Sept-2021, PIO, Mumataj Ahmad through its communication bearing letter number 4582 addressed to the appellant denied the aforementioned four-point information on the flimsy ground that the grievance has been already disposed of, but the factual position is that subsequent grievance still not disposed of and PIO only made efforts to conceal the prevailed corruption in the registry of the UPSIC. The matter may be resolved by providing information sought under four points instead of shielding corrupt sheep. We want a solution to corruption by depriving information seekers of information.

* Prayer or Relief Sought Sir - The candidate has sought information on four points which you have not given, either you don't know anything or you are completely incompetent. Because you do not even know what the complainant wants? What is he concerned with? Sir, The candidate is upset that corrupt and bribe-ridden people are being appointed by the Government which is making a mockery of the RIGHT to Information Act. What will those who do not have the capacity to read and understand the application give information? Sir, the candidate is an anti-corruption crusader and has started a crusade against corruption for the last 25 years. Think of the information given in the case presented by the applicant, that is, the same information has been sought. Undoubtedly sought they did not make it available. Just as a thief is always swallowing when caught by the police, he has not stolen, the same is the case with the State Information Commission at present. Today, if there was honesty, transparency and accountability in the work., there would have been no need to be swallowed up. Now, the first appellate officer will say that the information provided by him is as per the rules and will not make efforts to try to find out what information has been sought? Today, if they had not passed by copying, they would have qualified and then gullible and innocent people would not have faced this anarchy. The truth of the Right to Information act 2005 is being seen by everyone and its ramification that this right of gullible and innocent people is only running on the ventilator of the Intensive Care Unit in this age of corruption.
