Grievance Description
The matter concerns the Report of Comptroller and Auditor General of India on economic sector and public sector undertakings for the year ended 31 March 2019. Dedicated to truth in the public interest which means raised matter concerns wide public interest and a quest of principal accountant general.
Sir, undoubtedly Report of the Comptroller and Auditor General of India remained credible for the people of this country but now it is no more credible because there is a lot of difference in the observations of the auditors in the office of Comptroller and Auditor General of India and office bearers of the government of Uttar Pradesh.
According to the audit report of the Comptroller and Auditor General of India, Rs.22.53 Crore had to be levied and realised from the lessee till the submission of the Audit report. According to the documents and feedback made available by the concerned office bearers of the government of Uttar Pradesh, observations and conclusions of the auditors are immature and full of errors. Your observations have been rectified by the competent staff of the government of Uttar Pradesh whose observations and conclusions are acceptable to the government.

It is quite obvious from the first page of the attached PDF document to the online appeal, the divisional director social forestry division Lalitpur provided the action taken report and subsequent development regarding the realization of rent from the lessee through its communique dated 16 April 2022.

It is quite obvious from the second page of the attached PDF document to the online appeal, the divisional forest officer District Gonda provided the action taken report and subsequent development regarding the realization of rent from the lessee through its communique dated 13 May 2022.

In the case of the divisional director of social forestry division Lalitpur, they are requesting for payment of dues but in the case of the divisional forest officer District Gonda, they have realised dues of Rs.3477700.00 while according to the audit report they had to realise the amount of the premium Rs.41.35 Lakhs and amount lease rent Rs.32.18 Lakhs.

The following information has not been provided by Divisional forest officer G.B. Noida which implies that there is rampant corruption in the office of Divisional forest officer G.B. Noida consequently he is running away from providing information to the information seeker.

Divisional forest officer G.B. Noida leased out land in November 2015 to Dedicated Freight Corridor Corporation of India Limited which was approved by the Government of Uttar Pradesh in October 2016 covering an area of leased out land of 11.809 hectares and a lease was executed for the years 25 years and this land was handed over to lessee in October 2016 and period for which lease rent had to levied and realised October 2016 to October 2019 i.e. 3 years consequently amount of the premium Rs.1643.22 Lakhs and amount lease rent Rs.492.97 Lakhs.

Please direct the Divisional forest officer G.B. Noida may provide the aforementioned information so that submissions may be submitted before the Comptroller and Auditor General of India to know the cause of the huge difference in the audit report and the compliance report of the department of forest, the government of Uttar Pradesh.
