Subject-Regarding inaction of the Ghoorpur police station in registering F.I.R. against the atrocity perpetrated by the proprietor of Sahara Nursing home on Vandana Singh and his younger brother at Gohania, Prayagraj. More detail is attached to the complaint. 

घूरपुर थाना द्वारा एफ0आई0आर0 दर्ज करने में निष्क्रियता बाबत गोहनिया, प्रयागराज में वंदना सिंह और उनके छोटे भाई पर सहारा नर्सिंग होम के मालिक द्वारा किए गए अत्याचार के खिलाफ 

The Honourable Supreme Court of India, while delivering its judgment in the matter of T.T.Antony vs. State of Kerala & Ors.[3], laid down certain important points regarding Sec. 154 of the Cr.P.C. FIRs can be registered by a victim, a witness or someone else with knowledge of the crime. As per the laws laid down u/s 154 of the Cr.P.C., the complainant can give information about the offence either in written or orally. In regard to who can file an FIR, the Apex Court of India has observed that.  

Here entire evidence and video clips were made available to concerned police and a signed request submitted by Vandana Singh itself on the advice of circle officer Karchhana. Whether police after registering F.I.R. under the aforementioned section of Cr.P.C. summoned Vandana Singh to record the statement under the following section  of The Code Of Criminal Procedure, 1973,

Central Government ActSection 160 in The Code Of Criminal Procedure, 1973,160. Police officer' s power to require attendance of witnesses.

(1) Any police officer, making an investigation under this Chapter may, by order in writing, require the attendance before himself of any person being within the limits of his own or any adjoining station who, from the information given or otherwise, appears to be acquainted with the facts and circumstances of the case and such person shall attend as so required: Provided that no male person under the age of fifteen years or woman shall be required to attend at any place other than the place in which such male person or woman resides.

(2) The State Government may, by rules made in this behalf, provide for the payment by the police officer of the reasonable expenses of every person, attending under sub- section (1) at any place other than his residence.
