Why are police procrastinating in registering F.I.R. in rapes in Uttar Pradesh indicates failure of government to safeguard human rights

The Submissions Before Uttar Pradesh Human Rights Commission

The matter concerns arbitrary and lawlessness dealings of the police District- Azamgarh and procrastination in registering First Information Report by the police in the matter of serious allegations of rape with the vulnerable section specially women and girls. This requires the more alertness on the part of monitoring bodies so that human rights violations may be kept minimal in the state as touching sky despite the claim of political masters that crime in the state of Uttar Pradesh is under control.
Prayer-To seek apologies of the superintendent of  police Azamgarh as he committed offence of mishandling the matter of seeking justice for the rape victim.
Most respectfully sheweth that
1-10 years old girl found in a half nacked state and she fainted and signs of bleeding were visible on her body. Whether it was not sufficient to register a First Information Report in the matter as it was indication that something wrong was committed by the offenders with the girl.
2-Here in this case, concerned police not only procrastinated to register a first information report but police carried out the last rite of the baby-child at its own expense while it was obligatory duty of the police concerned to provide the dead body to the guardians of the deceased.
3-Whether the police concerned has not subverted the evidence which is a criminal offence in itself.
4-Whether a postmortem was carried out of the body before carrying out the last rite, if not why?
5-Honourable Sir, please seek the cause of delay in registering the first information report in the matter concerning serious allegations of rape by the police concerned.
6-Whether the offence committed by the police concerned is pardonable in the matter aforementioned?
7-It is quite obvious that in the concerned matter, S.H.O. Raunapar failed to perform its duty ipso facto.
8-From a chain of such tragic incidents and failure of police to handle the issues only indicates incredibility of the police in the state.
