The matter is concerned with the department of rural Engineering Service in district Mirzapur. In this department, most of the junior engineers are providing their services without interruption since the date of posting in the district. To promote transparency and accountability and decelerate growing corruption in the government machinery, the government of Uttar Pradesh headed by Mr Yogi Aditynath formulated a new transfer policy. * Description of Information Sought Your earlier baseless and illogical denial is also attached, which must be at a glance. The matter is concerned with the department of rural Engineering Service in district Mirzapur. In this department, most of the junior engineers are providing their services without interruption since the date of posting in the district. Executive engineer of the department of Rural Engineering Services, Mirzapur also the public information officer of the department may provide access to the following information pointwise as sought.
1-PIO may provide the detail of the working area of the junior engineers in the department.
2-PIO may provide the date of posting of entire junior engineers in the district Mirzapur of the department concerned and their charge detail during the posting in the district.
3-Provide the posting detail of the Junior Engineer Ashok Kumar Shukla posted in department of R.E.S. if now transferred, then provide transfer detail as well.
4-Provide the feedback and reason regarding non-availability of information detail on the website of the department as required under subsection 1 B section 4 of the Right to Information Act 2005.

* Prayer or Relief Sought Registration Number DRRES/R/2021/60007 Name Yogi M P Singh Date of Filing 12/08/2021It is 18 Sept 2021 which one month seven days passed since the date you received the R.T.I. request in your office. According to subsection 1 of section 7 of the Right to Information Act 2005, you had to provide information within 30 days from date you received R.T.I. request in the office of public authority. Which means you remained fail to provide information within stipulated time under subsection 1 of section 7 of the Right to Information Act 2005 consequently PIO violated subsection 1 of section 7 of the Right to Information Act 2005. Herewith PIO denied information as quite obvious from the subsection 2 of section 7 of the Right to Information Act 2005 If the Central Public Information Officer or State Public Information Officer, as the case may be, fails to give decision on the request for information within the period specified under subsection (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall be deemed to have refused the request. Consequently, PIO violated subsection 1 of section 7 of the Right to Information Act 2005. Since the matter concerns with the deep-rooted corruption, therefore public information officer of the public authority office of directorate Rural Engineering services must be vigilant enough. My earlier communication seeking information was cryptically denied by the public information officer quite obvious from the attached documents if they had provided the information earlier, they provide the same information without any delay. Herewith this appeal, communication dated 31/08/2018 letter number 1314 of the block development Chhanvey addressed to D.M. Mirzapur is attached in which under point 4, name of J.E. Ashok Kumar Shukla of R.E.S. is categorically mentioned. Your PIO is a liar. Please direct PIO to provide the information instead of procrastinating. PIO had to forward the R.T.I. request within one week from the date of receipt of the communique under subsection 3 of the section, but unfortunately he failed. Disciplinary action must be initiated against the PIO for making mockery of the provisions of the Right to Information Act 2005.
