Corruption of R.T.O. Mirzapur in full swing but order passed by UPHCR in the matter on 8 April 2021 for D.M. Mirzapur proved futile

C.C.T.V. Camera was already installed but it was removed by concerned to facilitate illegal collection through extortions from heavy and light vehicles.

• • Undoubtedly, they escaped from enquiry but when their inactivity is proved fatal, then enquiry must be carried out in transparent and accountable manner that who removed the installed C.C.T.V. Cameras if concerned are subordinates, then under whom order and why F.I.R. was not lodged in the matter despite the demand from the public side quite obvious from the following representation?

    वसूली के आरोप सारहीन है सामान्य है २०० ओवरलोड ट्रको में १८ पर कारवाही का दावा पर वह दावा भी गलत क्यों की आकडे नौ पर ही कार्यवाही पुष्ट कर रहे है सोचिये बारगेनिंग नही तो और क्या | एक तरफ अपनी दामन बचाने के लिए पुलिस कप्तान जिला मजिस्ट्रेट सब का नाम ले रहे है और क्लोज्ड सर्किट कैमरा किसने हटाया कन्नी काट रहे है अब तीनो लोगो के अलावा उस कैमरा को कौन हटा सकता है | यदि पब्लिक हटाती तो प्रथम सूचना रिपोर्ट दर्ज हो चुकी होती विडियो फुटेज का साक्ष्य मिटाने के लिए इतना बड़ा खेल खेला गया और वसूली कितनी बड़ी है वह तो मीडिया चीख चीख कर बता रही है|

    Here this question arises that if the district administration Mirzapur had to install the C.C.T.V. Camera on the site, why, they removed it from the site two years ago? Whether it is not the reflection of the deep rooted corruption in the government machinery? Today they are worried about it because Shashtri Bridge has been damaged because of their carelessness. If they had taken timely action, on my representations, then this bridge did not damage and government and public did not face the risk to travel on a damaged bridge which may cause havoc at any time. Sequence to fill the pocket should never break whatever prices may be redeemed by the public of it.

    Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to the following submissions as follows.

    1-It is submitted before the Hon’ble Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;

    (i) to safeguard public property and to abjure violence;

    (j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement.

    2-It is to be submitted before the Hon’ble Sir that numerous such representations were submitted before the competent public functionaries but no one was interested to compromise with its backdoor income which is still going on. Everyone knows that Shashtri Bridge broke because of more heavy vehicle which was giant in size was allowed to pass through the bridge by taking convenience charges quite rampant in the practice.

    Who removed the C.C. T.V. Camera from the site where illegal gratification was being taken by the corrupt staffs of the government? If the F.I.R. was lodged, then why the applicant was not informed? During the telephonic conversation R.T.O. accepted that C.C. T.V. Camera was removed from the site but he said that it is not the job of his department? Whether the government of Uttar Pradesh has ordered any enquiry in such a huge scandal please inform applicant under article 51 A of the constitution of India if overlooking why? Why the transport commissioner did not provide the sought information even after the direction of the central ministry? Why not property of every R.T.O. is checked by the state agency as most of the R.T.O. is like few one targeted by state agency to wreak vengeance?

    श्री मान १२-जून-२०१८ रिपोर्ट में ०१-०५'-२०१८ से २८-०५-२०१८ तक का ही आकड़ा क्यों जब की यह आकड़ा ०१-०५-२०१८ से १२-०६-२०१८ तक का होना चाहिए था क्या कार्यशैली संदिग्ध नही है प्रार्थी द्वारा आकड़ो की संदिग्धता पर प्रश्न उठाया गया था किन्तु श्री मान का जवाब रिपोर्ट फुल ऑफ़ गार्बेज है श्री मान जी ओवरलोड ट्रक चालक विभाग के अधिकारिओं के प्रति जिम्मेदार होता है या पब्लिक के प्रति वह अपना डिटेल जनता को क्यो उपलब्ध कराएगा श्री मान जी किसी को भी निर्णायक बना दे प्रार्थी और ए. आर. टी. ओ. महोदय अपनी बात रखे खुद ही दूध का दूध और पानी का पानी हो जाएगा पूरी मीडिया जनता चिल्ला रही है की खूब वसूली हो रही है पेपर में स्पस्ट देता के साथ प्रकाशित भी हुआ फिर भी वसूली के आरोप सारहीन है सामान्य है २०० ओवरलोड ट्रको में १८ पर कारवाही का दावा पर वह दावा भी गलत क्यों की आकडे नौ पर ही कार्यवाही पुष्ट कर रहे है सोचिये बारगेनिंग नही तो और क्या एक तरफ अपनी दामन बचाने के लिए पुलिस कप्तान जिला मजिस्ट्रेट सब का नाम ले रहे है और क्लोज्ड सर्किट कैमरा किसने हटाया कन्नी काट रहे है अब तीनो लोगो के अलावा उस कैमरा को कौन हटा सकता है यदि पब्लिक हटाती तो प्रथम सूचना रिपोर्ट दर्ज हो चुकी होती विडियो फुटेज का साक्ष्य मिटाने के लिए इतना बड़ा खेल खेला गया और वसूली कितनी बड़ी है वह तो मीडिया चीख चीख कर बता रही है श्री मान जी ड्राइविंग लाइसेंस फीस २०० रुपये है किन्तु आर.टी.ओ. मिर्ज़ापुर १५०० रुपये से २००० रुपये वसूलते है क्यों मै मानता हू की उनको १००००० रुपये से भी ज्यादा तनख्वाह मिलती है किन्तु हम गरीब कहा से २०० के स्थान पर १५०० देंगे ट्रांसपोर्ट कमिश्नर की तानाशाही देखिये सूचना देना तो दूर रहा मिर्ज़ापुर आर.टी.ओ. से यह तक नही कह सके की मामले का निस्तारण करिए खुद रूचि लेके अब प्रार्थी चाहता है की २०० रुपये फीस की आठ गुना पेनाल्टी क्यों ली जा रही है गरीबो से वसूला जा रहा अप्राकृतिक रकम का आधार क्या है और केन्द्रीय सरकार के नियमो की गलत व्याख्या किसने की क्या आप ने बिधि मंत्रालय से सलाह लिया श्री मान जी क्या जानकारी के अभाव में कोई व्यक्ति ड्राइविंग लाइसेंस नवीनीकरण के लिए आवेदन नही करता तो वह डिफाल्टर है और उससे अर्थ दंड वसूला जाएगा वह भी आठ गुना श्री मान यदि कोई बिना ड्राइविंग लाइसेंस के गाडी चलाता है तो वह दोषी है किन्तु वह देर से रिन्यूअल के लिए आवेदन किया इसलिए दोषी समझ से परे २० वर्षो के लिए लाइसेंस २० वर्ष १ दिन बाद रिन्यूअल के लिए आवेदन १५०० रुपये प्लस ऑफिस का खर्चा श्री मान कम से कम जिनके ड्राइविंग लाइसेंस की अवधि ख़त्म हो उसे नोटिस सर्व किया जाय उत्तर प्रदेश सरकार द्वारा कि लाइसेंस अवधि से पहले रिन्यूअल करा लो नही तो २०० रूपये के स्थान पर उसका आठ गुना पेनाल्टी भरना पडेगा श्री मान बहुत से ऐसे है लोग जो वर्ष भर दो तीन बार ही दो पहिया गाडी चलाते है ऐसे लोग रोज अपना ड्राइविंग लाइसेंस और डिपार्टमेंट का मैनुअल देखते है की कितनी पेनाल्टी वसूलेगा और कब बैधता खत्म हो रही है उन्हें क्या मालुम की २० वर्ष ख़त्म होने के पहले ही दिन वह अपराधी बन चुका है उससे आठ गुना अर्थ दंड वसूला जाएगा किसी को भी दंड आरोपित करने से पहले नोटिस का बिधान संबैधानिक और उसका पालन राज्य सरकार क्यों नही

    &#x0D; ,भारत सरकार के नोटिफिकेशन संख्या सा0का0नि0 1183(अ) दिनांक 29-12-2016 द्वारा ड्राइविंग लाइसेंस नवीनीकरण हेतु देय शुल्क लाइसेंस नवीनीकरण हेतु विलम्ब से प्राप्त होने वाले प्रार्थना पत्रों पर निर्धारित शुल्क के साथ देय विलम्ब शुल्क का संशोधन करते हुए पुन: निर्धारण किया गया है जिसके अनुरूप परिवहन विभाग द्वारा फीस एवं विलम्ब शुल्क जमा कराया जा रहा है। वर्तमान समय में ड्राइविंग लाइसेंस जारी करने एवं नवीनीकरण हेतु आन लाइन फार्म भरने व फीस जमा करने की व्यवस्था लागू है। उक्त नोटिफिकेशन द्वारा लागू दरों के अनुरूप सारथी सिस्ट्म में मुख्यालय स्तर से एकीकृत बनायी गयी है जिसमें जनपद स्तर पर कोई संशोधन या फेरबदल नही‍ किया जा सकता है। ड्राइविंग लाइसेंस नवीनीकरण हेतु लाइसेंस समाप्ति के एक माह पूर्व या पश्चात तक प्रार्थना पत्र प्रस्तुत करने पर कोई विलम्ब शुल्क देय नही होता है। अत: डीएल नवीनीकरण शुल्क आनॅलाइन के माध्यम से जमा कर, वांछित तिथि (स्लाट बुकिंग करने के पश्चात) को कार्यालय में उपस्थि‍त होकर बायोमैट्रिक करायें ताकि अग्रिम कार्यवाही की जा सके। इस संबंध में शिकायतकर्ता द्वारा उठाई गयी आपत्तियां मान्य नही है क्योंकि परिवहन विभाग द्वारा पारदर्शिता लाने के उद्देश्यय से इस पूरी प्रक्रिया में मानवीय हस्तक्षेयप को पूरी तरह समाप्त कर दिया गया है।&#x0D; &#x0D;

    The response of the RTO Mirzapur is not consistent with the submissions of the submitted grievance so it is not acceptable to the applicant. It can be accepted only by the corrupt public functionaries. Here this question arises that why transport commissioner Lucknow did not provide the sought information to the applicant under the right to Information Act 2005 which was the obligatory duty of the transport commissioner. Central transport ministry sent three letters under subsection 3 of section 6 of Right to Information Act 2005 but transport commissioner did not think it appropriate to provide information to the applicant. Every one knows that RTO Mirzapur extorts one crore per day from overloaded trucks so there is rampant corruption in the office and they have blessing of senior rank staffs. Why the applicant may accept the corrupt and illegal demand of the RTO Mirzapur. My job is to struggle against the rampant corruption in the various department of the government. Absurd reply

    3-It is to be submitted before the Hon’ble Sir that undoubtedly ramification of corruption has been limitless consequently eating the discretion and filling this vacuum by the corrupt thoughts. As the reproduction of coronavirus increases in the lounges alarmingly likewise these corrupt thoughts prevailing throughout our society as their promoters are now over dominant in our environment. Whether our public functionaries have been so corrupt that at the cost of life of common man, they will take illegal gratification?     

    This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your applicant shall ever pray you, Hon’ble Sir.
