Prayer- Public information officer did not entertain RTI application within time 30 days as prescribed under subsection 1 of section 7 of the right to information act 2005 and still they have not provided any information.
Short submissions of the appellant are as follows.
1-From the following status of the RTI application submitted online by the appellant, it is quite obvious that the appellant submitted RTI application on 20th November 2023 which has been disposed of by the public information officer district development officer Mirzapur on 5th of February 2024 which means more than two and half months passed.
2-District development officer Mirzapur disposed of the RTI application with the comment that RTI application has been transferred under subsection 1 of section 6 of the right to information act 2005 to block development officer development block-Chhanvey, district-Mirzapur to collect information When block development officer will make available information to him then he will provide the information to the appellant.
3-It is quite obvious that district development officer could not provide information to the appellant in two and a half months which is violation of the subsection 1 of section 7 of the right to information act 2005 which categorically states that public information officer has to provide the information to the information seeker within a stipulated 30 days but here concerned public information officer did not provide the information in two and half months and arbitrarily disposed of the RTI application.
4-This is tantamount to wilful denial of the information to the appellant by the public information officer which must be taken into account by the Most respected information commissioner of the state information commission.

6-The matter concerns the misuse/siphoning of the huge public fund in construction of temporary cowsheds which is the Root-Cause, concerned public staff are running away from providing information because their corruption may not reach in public domain.
7- The appellant sought following information from the public information officer.
1- Public information officer may provide the estimates made by the staff of the government in construction of temporary cow sheds in concerned village panchayats.
2- Public information officer may provide the ledger concerning the payments made in the construction of the temporary cow sheds in the concerned village panchayats.
3-Public information officer may provide the invoices concerning the payments made in the construction of the temporary cow sheds in the concerned village panchayats.
4-Public information officer may provide the work booklet of the last five years concerning the temporary cow sheds in the concerned village panchayats.
5-Public information officer may provide the payment disbursement sheet of the last five years concerning the payments of the temporary cow sheds in the concerned village panchayats.
This is a humble request of your applicant to you Hon'ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness, and chaos arbitrarily by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray for you, Hon’ble Sir.
