Violation of order passed by apex court of India in Writ Petition (Civil) No. 360 of 2021 which states as follows.
All Central and State Ministries shall take steps within a period of one month from the date of this order to compile the email addresses of the Central and State Public Information Officers which shall be furnished to the CIC and to all the SICs, as the case may be.

Reply :- यू0पी0 आर0टी0आई0 ऑनलाइन पोर्टल में लोक प्राधिकरणों को सम्मिलित किये जाने हेतु मोबाइल नं0 व ईमेल की मांग की गयी थी। तत्पश्चात सम्बन्धित लोक प्राधिकरणों के ईमेल पर नोडल अधिकारी का यूजर आई0डी0 व पासवर्ड प्रेषित किया गया। नोडल अधिकारी का दायित्व है कि उनके लोक प्राधिकरण में कार्यरत व तैनात समस्त प्रथम अपीलीय प्राधिकारी तथा जन सूचना अधिकारियों का यूजर आई0डी0 व पासवर्ड बनायें। अत: प्रशासनिक सुधार विभाग का कार्य मात्र नोडल अधिकारी का यूजर आई0डी0 व पासवर्ड सृजित कराना है।
3-Nodal Officer Details Name Gaurav Kumar must take the reference of following comment made by the public information officer department of administrative reform of the government of Uttar Pradesh. Mobile number and email were sought for inclusion of public authorities in the UP RTI online portal. Thereafter, the user ID and password of the nodal officer were sent to the email of the concerned public authorities. It is the responsibility of the Nodal Officer to create user ID and password of all the First Appellate Authority and Public Information Officers working and posted in their public authority. Therefore, the work of the Administrative Reforms Department is only to generate the user ID and password of the nodal officer.

* Description of Information Sought An application on behalf of Sudarshan Maurya S/O Brijlal Maurya, Address- Sohta Ka Adda , Jungi Road, Mirzapur city, Pin code 231001, Mobile Number-9455024500. How can the government tolerate the illegal proceedings against the applicant instituted by the assistant labour commissioner violated entire setup norms in instituting the proceedings against the applicant on the request of a contractor? With this representation of the applicant there is 4 page order of the District Judge Mirzapur in which bail application of the contractor Yakub Ansari was cancelled by the District Judge Mirzapur in the same matter where the Yakub Ansari itself accepted the fact that he is a registered contractor but in the court of assistant labour commissioner he is saying that he is a labourer despite the objection of the applicant assistant labour commissioner is accepting the false affidavit of the contractor Yakub Ansari.
Public information officer in the office of assistant labour commissioner district-Mirzapur must provide the following information to the information seeker point wise as follows.
1- Public information officer must provide the provision which allows a contractor to institute a plant under the Payment of wages act 1936 because such practice is undergoing in the Mirzapur Office of the Labour Commissioner.
2-The following is the observation made by the District judge District court Mirzapur. This observation was made by the District and session judge Mirzapur while delivering the judgement in the same matter in which the applicant is a victim.

3-Case number-P.W./01/2022 registered in the court of assistant labour commissioner District Mirzapur and aggrieved applicant Sudarshan Maurya S/O Brijlal Maurya submitted the order of the district judge Mirzapur in this case but assistant labour commissioner overlooked the order in which Yakub Ansari itself accepted he is a registered contractor.
Please provide the mechanism/provisions of law available in the department against the arbitrariness of the presiding officer of quasi-judicial court.
4- Provide the documents available in the office of assistant labour commissioner which prove Yakub Ansari is a labourer.
Please provide the provision of the law under which department issued a labour card/identity for a registered contractor made ground to institute a case against Sudarshan Maurya S/O Brijlal Maurya.
